HomeMy WebLinkAboutMinutes MINUTES OF THE LONG RANGE FINANCE COMMITTEE October 3, 2018 ROOM 404 The Long Range Finance Committee meeting was held on Wednesday, October 3,2018, in Room 404, at Oshkosh City Hall, 215 Church Avenue. The meeting was called to order by Tom Pech Jr.at 5:15p.m. Members Present:Karen Bowen, Harold Buchholz, Patrick Hackett, Jeff Herzig, Matt Lauritch, Matt Mugerauer,and Tom Pech Jr. Members Absent:Vicky Fitzgerald,Douglas Pearson Staff Present:Trena Larson–Director of Finance Mark Rohloff –City Manager James Rabe –Director of Public Works Paula Luther –Administrative Assistant-Finance Citizens Present:Gary Gray Tim Smith John Casper Wayne Youngwirth Tom E. Kvall(Oshkosh Herald) I.Citizen Input–(5:16-5:21) Timothy Smith provided a typed letter and spoke in favor of the wheel tax. II.Approval of September 5, 2018 Minutes Motion to approve by Mugerauer, seconded by Bowen. Approved 7-0. III.Discuss and/or Act on Recommendation of Wheel Tax into 2019 Budget/2019 Capital Improvement Program –(5:23-6:44) A.Director Rabe, Public Works, discussed the handout he provided. It covered the Special Assessment Breakdown (Residential 1, Residential 2, and Other) and the Rate History ($/foot of frontage)for 2014-2020. B.Director Larson explained the 4 approaches,again,including using the wheel tax to replace special assessments. Finance Director, Trena Larson City Hall, 215 Church Avenue P.O. Box 1130 Oshkosh, WI 54903-1130 http://www.ci.oshkosh.wi.us C.Other wheel tax discussion points included: 1.Having a surplus some years and other years spending more than collection 2.Impact of businesses that with heavy traffic flow 3.Wheel tax is not the only solutionfor getting rid of special assessments 4.Time savings if special assessments were eliminated 5.Annual City Survey results 6.If wheeltax right was being utilized would City talkabout replacing with special assessments? 7.The wheel tax rate would remain constant unless acted onitmake make’s rounding upnecessary D. Mugerauer makes a motion to institute a $35wheel tax to replace all special assessments for roads. Seconded by Bowen. -Further discussion took place regarding what rate the wheel tax should be E. Herzig motionsto lower the wheel tax to $30to cover Res 1&2. Mugerauer accepts the motion. Agreed byBowen. F. City Manager Rohloff and Director Larson explain how the wheel tax would be implemented 1. 2018 projects won’t get their bill until fall of 2019 2. Special assessments will still be collected from projectscompleted2018 3. 2019 projects would not receive a special assessment 4.Borrowing made by neededin the beginning G.Motion is for the LRFC to advise the council to eliminate special assessments for street reconstruction projects for Res 1 & 2 properties as defined in the City’s Special Assessment Policy. Roll Call Vote. The motion passed with Bowen, Buchholz, Hackett, Herzig, Lauritz, & Mugerauer voting in favor and Pech voting “present” IV.Set Novembermeeting date and agenda items Joint meeting with the City Council is set for November 7, 2018 following the Budget Hearing at 5:00p.m. V.Adjournment Motion by Lauritch, seconded by Pech. Motion passed unanimously. Meeting adjournment at 6:47p.m.
