OSHKOSH COMMITTEE ON AGING (COA) MINUTES
October 2, 2018
A.)Ms. Richey called the meeting to order at 8:04 a.m.
B.) PRESENT: Lurton Blassingame, Claude Benedict, Judy Richey, Ron Duerkop, Sue
Ashton; Peggy Bellin
STAFF: Jean Wollerman, Seniors Center Manager; Bobbie Luft, Office Assistant
EXCUSED: Julie Maslowski, Xandy Kloeckl
ABSENT: Deb Allison-Aasby
C. APPROVAL OF MINUTES:
August 7th, 2018 minutes, Mr. Duerkop stated that on page three of the minutes the credit
freeze would be free and the phone number should read 866 720 5721. Mr. Duerkop moved
to accept the minutes with the changes, Mr. Blassingame seconded. Motion carried to accept
the minutes with changes.
Mr. Duerkop moved to skip the old business of reports due to time restraints for this
meeting. Mr. Blassingame seconded. Motion carried to skip the old business of reports for
this meeting.
D.)Citizens Statements- Erin Roberts, Winnebago County Health passed out an information
sheet regarding balance that will be held October 30th at Bubolz Nature Preserve. To
register please call, 800 362 9900.
E.) NEW BUSINESS: Anne Marshall-League of woman(LWV)Voters-explained LWV is a non-
partisan organization of woman and men encouraging people to be informed voters. She stated
they are active in supporting voter rights and take action on certain rights. They supported
opposing to voter ID, involved in redistricting and for major elections they do a registration blitz.
She stated they go to high school and to places where people may be overlooked, such as food
pantry, Salvation Army,housing authority as well as to Omro. She said they would have a booth
at the Senior Expo as well. She explained that they don't come to the Seniors Center to register
people as most of them that frequent here are already registered. She stated they were here one
day to register for six hours and registered only three people. She passed out a sheet to show what
can be used for proof of residence. At the polls you must have a photo ID. She explained seniors
can get a free Voter ID for voting, if they don't have documentation they will need to petition and
then pay for it. She explained that some of the issues with this involve transportation to the DMV
as busses do not drop off there. She stated a person can call ADRC for a legitimate need with
connections to volunteer services that provide rides. Ms. Marshall shared an absentee ballot
request form. She stated that it was costly to send them out, to mail out was$1.97. She stated that
on the form#6 would allow you to fill out and not have to include any form of id as what is
normally required. She explained the barriers for many voters is not having the resources to have
an educated vote. Mr. Duerkop questioned if LWV go to nursing homes to register. Ms. Marshall
explained they do not as the staff at those facilities that are trained to register their patients. Ms.
Richey was concerned the LWV missed the complex of 55+age residence. Ms. Marshall stated they
do not have enough volunteers to reach out to all places. She explained she has 16-17 volunteers
and they are trying to reach out to more places. She handed out sheet on What Seniors Need to
know and another card on how to find your voting history and other important voting
information. Mr. Benedict stated he had worked on a committee to count ballots back in the 90's
and questioned if it was an easier process to do so now. Ms. Marshall stated it was easier to count
absentee ballots now.

Mr. Duerkop moved to adjourn, Mr. Blassingame seconded, motion carried to adjourn at 8:30
am.
