LANDMARKS COMMISSION ANNUAL REPORT 2018
MISSION STATEMENT
The Landmarks Commission is charged with fostering the protection, enhancement and perpetuation of historic
improvements and of districts which represent or reflect elements of the City's cultural, social, economic, political and
architectural history, safeguard and fostering civic pride in the City's historic and cultural heritage as embodied in
landmarks and historic districts.

2018 COMMISSION GOALS
Historic Preservation Plan - Create a historic preservation plan to guide the efforts of the Commission long term
over several years.
Web Site / Facebook — Update and redevelop the Landmarks Commission website presence from "top to
bottom" updating information and adding new educational and tourist element.
Designate Historic Districts - Investigate a possible residential district on Bay Shore Drive and in the Millers Bay
Neighborhood.
Review Historic Preservation Ordinance — Review and update the Historic Preservation Ordinance in the Oshkosh
Zoning Ordinances.
Include Historic Preservation in all City Planning Efforts -Raising awareness of the importance of historic
preservation in all City departments and planning processes.
Education and Outreach Programming - Develop materials to promote commission programs for distribution to
the public and area businesses as well as presentation by commission members to present to local community
organizations and other outreach venues.
Continue to Promote the Historic Plaque and Marker Programs —Reach out to commercial and residential historic
property owners and area organizations for financing of community historic markers and individual building
plaques.
Marketing Efforts — Continue to work with other historic -focused groups & community agencies for joint
marketing efforts regarding historic tax credits, historical tours, brochures, historical education and the
possibility of hosting a future state historical commission conference.
Local LandmarkinQ — Identify properties that are eligible to locally landmark and contact owners.
Research and Award the Acanthus Award— Take nominations, perform historic research and present historic
preservation awards for historic preservation efforts.

HISTORIC PRESERVATION PLAN
The creation of an Historic Preservation Plan was a major goal of the Commission during the 2018 reporting
peiod. The process is ongoing and staff and the Commission have examined some existing plans from other
communities around the country. The Commission created an outline that can form a basis for the preservation
plan. Staff and the Commissioners agreed to begin work on various sections of the plan. As the process moves
forward the Commission will work on the creation of a public input process. Public workshops allow residents to
have the ability to weigh in and shape the plan based on their input. This will ensure that the plan receives support
from historic property owners and the community at large. Once the plan is complete it will serve as guidance and
form the basis of historic preservation efforts in Oshkosh. The plan will help the Commission assign priorities to
specific goals moving forward. The historic preservation plan is a formal plan that would be recognized by the Plan
Commission and Common Council and coordinate with other City plans.

SOCIAL MEDIA
The Landmarks Commission maintains a Facebook page as a means of reaching the community regarding
preservation -related initiatives. A few Commission members have volunteered to assist in posting material on the
Facebook page. Materials posted on the page include weekly postings on significant architecture in Oshkosh, links
to State and National resources such as Technical Preservation Briefs, and updates on major preservation activities
and events. A number of Commissioners have expressed their interest in diversifying the Commission's social media
to include platforms other than just Facebook. Over the next year the Commission will explore further the ability to
create pages or feeds on other social media platforms. The Commission believes that this will broaden their reach
with audiences of all age groups. Social media is a powerful tool by which Landmarks can update the public on
events such as workshops, featured speakers, educational effots, etc. Efforts are ongoing to update the Facebook
page and determine programming for social media.

REVIEW HISTORIC PRESERVATION ORDINANCE / LOCAL
LANDMARKING
The Landmarks Commission has continued to examine the current Historic Preservation Ordinance and its
applicability to various structures and rehabilitation projects throughout the city. Landmarks examined the
strengths and weaknesses of the current ordinance in light of several issues including demolitions and rehabilitation
projects. Discussions occurred on how the Commission may broaden the applicability of the ordinance to include
Landmarks review of most exterior work proposed for not only Landmarked properties but also contributing
properties in historic districts and properties eligible for the State and National Registers. As a part of the ordinance
update process, the Commission will hold a public input workshop to gauge community support and concerns.
Landmarks has also prioritized local landmarking of historic properties. The Commission would like to educate
property owners on landmarking and create additional incentives for property owners who choose to landmark and
restore their historic properties. Staff and Commisisoners have explored financial incentives such as facade grants,
or funding options such as downpayment assistance for historic properties and additional rehabilitation loans for
these properties. In 2018, the Commission has seen an increase in the number of restoration/renovation projects
referred to Landmarks for review. Examples include properties at 217 High Avenue, 434 Church, and the historic
fire station at 17 W 6th Avenue.

OTHER AGENCY COORDINATION & ASSISTANCE

Coordination and assistance to other agencies and community groups is an important aspect of the Commission's
functions. The Commission worked on a number of projects including:
• Wisconsin Association of Historic Preservation Commissions (WAHPC) - Landmarks has actively worked with
the to plan the 2019 WAHPC Conference to be hosted in Oshkosh.
• Advocacy Efforts for the Historic Tax Credit Budget - Mayor Steve Cummings, Landmarks Commissioner,
worked with the rest of the Common Council to create resolutions opposing changes proposed in the state
budget.
• Miller's Bay Neighborhood Association - Visted the neighborhood with Daina Penkiunas from the State Historic
Preservation Office to determine the feasibility of a potential Mid -Century Historic District. Efforts Ongoing.
• State Historic Preservation Office - Staff completed a survey sent by the State Historic Preservation Office to
local preservation commissions to determine how the Commission is doing and how SHPO could further assist
Landmarks.
• Winnebago County Historical & Archaeological Society (WCHAS) - Staff worked with Randy Domer of the
WCHAS to place an historic marker on the Morgan House property. The marker includes information on the
Morgan House and the Irving -Church Historic District.

913 SOUTH MAIN REVIEW
The Landmarks Commission reviewed an adaptive
reuse proposal for the property at 913/915 South
Main Street and engaged in dialogue with the
property owner and architect. The property is
the former King Industries location and was in
use as an industrial property for many years. The
property has sat vacant and in a marked departure
from its former state, the owner would like to
adaptively reuse the property for affordable live -
work units.
The property is located in a Central Mixed
Use zoning district, which means that such
properties are subject to additional regulations.
The Landmarks Commission was given review
authority as part of the process and discussions
with the owner and architect revealed that
the owner would like to restore the building's
storefront glass. The architect for the project, Todd
Hutchison, has done several adaptive reuse projects
around the state.

The Commission was in favor of the project, which
is an opportunity to transform a vacant industrial
property into modern live -work units while
restoring it to its historic appearance. The owner
indicated that he was interested in pursuing a State
and National Register listing and obtaining Historic
Tax Credits. The Landmarks Commission eagerly
supported the property's nomination and agreed to
write a letter of support for the project.

BUILDING PERMIT REVIEW
PROGRAM
The commission continues to review incoming
building permits that pertain to historic structures
or historic districts with over 181 reviewed in this
report period. This process helps the Commission
understand the types of projects that are going on and
their impacts to historic structures and to keep tabs
on scheduled demolition projects. Additionally, this
process provides a vehicle for historical preservation
tax credit information to be disseminated to those
obtaining building permits.
An example of a review that occurred was the
Mobilite tower proposed for the street frontage at 399
Osceola Street. The Commission was given the ability
to weigh in on the proposal.

PUBLIC OUTREACH
The Landmarks Commission goal to reach out to the community resulted in the following projects:
City Manager's State of the Citv Address —provided information on the Commission's work to preserve Oshkosh's
historic resources and inform residents about historic tax credits.
Historic Preservation Plan and Historic Preservation Ordinance —Efforts are ongoing for the Commission to create and
curate public input components as part of these projects. The public input provides an opportunity for residents
to voice their concerns and for the Commission to educate residents on the importance of a Preservation Plan and
Ordinance.
Website Update —improved access to information about Landmarks Commission activities, historic preservation, and
links to local and statewide resources.
North Main and Morgan House/Irving Church Historic Markers - The Commission wrapped up a long-term project to
create and install bronze historic markers at the Morgan House and along North Main Street. The markers explain
the significance of their respective historic sites and districts to the community.

HISTORIC PLAQUE PROGRAM
The City of Oshkosh has many historically significant residential, commercial, and institutional buildings. To
recognize these properties in the present and their place in our collective past, the Oshkosh Landmarks Commission
has instituted an Historic Plaque Program to share the history of these buildings and our community.
The commission continued to promote the Historic Plaque Program to homeowners and businesses. The
Commission conducted research and reviewed applications for plaques based on designated criteria as well as
facilitated purchase of approved plaques for designated buildings.
Several owners of historic properties applied for and received or are in the process of receiving plaques for their
buildings during the 2018 reporting period. The property owners at 1703 Michigan Street received a plaque in 2018.
Previous properties included the D.C. Buckstaff Residence, the Arnold - Cummings House, about 10 properties
along North Main Street and properties on Washington Avenue. An additional property owner at 456 Mount
Vernon is in the process of working with staff on finalizing and obtaining a plaque for her property.

The Commission reviewed an initial new signage proposal for the Grand Opera House at the October 10th Landmarks meeting.
REVIEWED WORK PROPOSED TO HISTORIC STRUCTURES
The commission reviewed and provided input to property owners, the State Historical Society, Plan Commission
and Common Council for work proposed to historic buildings including:
• 223 North Main Street - Exterior Facade Work
• Staff reviewed new garage door replacements for the historic Firehouse at 17 West 6th Avenue.
• Grand Opera House - Reviewed potential new signage including a marquee and EMC signage for the Grand
Opera House.
• Residential Properties in Historic Districts - Reviewed worked proposed to properties at 434 Church Avenue and
217 High Avenue that was referred to the Commission.

ACANTHUS AWARDS
Since 1981, the City of Oshkosh has honored members of the community that have made contributions to local
historic preservation through awarding of the Acanthus Awards. The Acanthus Awards are generally given in five
categories, although awards may not necessarily be given in each category every year. Awardees include property
owners and individuals involved in activities that have enhanced our historic and cultural resources.
The Landmarks Commission presented the following Acanthus Awards:
Interior and Exterior Restoration and Preservation - Properties where a substantial amount of a historic building's original
interior and/or exterior has been retained and preserved.
Special Achievement - Significant accomplishments of individuals and/or organizations in regard to preservation, education
and awareness and lifetime work that is or has become an integral part of Oshkosh's culture and history.
Preservation and Adaptive Reuse - Preservation of an historic building that may have required changes necessary to enable a
new use but which has given the building a "new life" and "modern purpose."
