Evelyn Meuret called the meeting to order at 4:14 p.m.

Jim Collins announced that yesterday afternoon he was informed
that Board member Lee Williams passed away two weeks ago.
Based on this unfortunate event, there is an opening on the Board.
Jim Collins told that Nick Musson was unable to attend this
meeting and introduced Kolin Erickson of East Central Wisconsin
Regional Plan Commission (ECWRPC).
Kolin Erickson gave Board members a handout with a copy of a
survey for the Transit Development Plan (TDP) as well as a
summary of the survey results. He told that 182 surveys were
completed at various locations such as the Senior Center, 10/6/18
Farmer’s Market, Marion Manor, Ralph Place and Court Tower as
well as interactions on Facebook.

Kolin explained the first item on the survey asked for opinions
about the proposed increases: Cash fare - $1.00 to $1.50, Monthly
pass - $25.00 to $35.00 and 3-Month pass - $60.00 to $90.00. He
told the majority (65.34%) felt the proposed increases were about
right, while 31.82% felt the increase was too much and only
2.84% felt the increases were too little.
Kolin told that the second item on the survey was 3-month pass
options: A. Quarterly pass B. Monthly buy in bulk C. No change
to current quarterly pass. He said these options were evenly
split with 33.33% each.
Kolin said the feedback received about transfers is as follows:
Unlimited transfers within 60 minutes - 73.30%, Allow 1 transfer
to next bus only – 14.77%, Unlimited transfers within 45 minutes
– 7.39%, Eliminate transfers/pay for each trip – 4.55%.
Jim Collins explained that tomorrow this information will be
presented to the Steering Committee and their recommendations
would be brought back to this Board in November for approval.
He said after TAB approval it will be brought before Common
Council for their approval.
Evelyn Meuret inquired if the Board would get a final copy of
the TDP before the next meeting. It was explained that most of
TDP would remain the same, only the fares and passes may
change. Kolin said they would get this information out ASAP.

Jim Collins said he hopes to get word about the January 2019 price
increases out to the public in December.
Kolin told a consultant drafted two alternatives to Route #9 which were
approved by the Steering Committee. He explained the first option is a no
cost option that provides increased 30 minute service to the Southwest
Industrial Park and the Outlet Mall with service upon request to Carl
Traeger School and the YMCA. He said the second option is a cost option
that divides the route into two. One bus goes from Wal-Mart south to the
Outlet Mall and the Southwest Industrial Park and another bus goes from
Wal-Mart to Mercy Medical Center, Aurora Medical Center and Westfield
Street. The second option would require additional funds to implement.
Jim Collins added that the Route #9 would deviate automatically to Carl
Traeger School before and after school. He said Route #9 is the lowest
performing route and isn’t the route he would choose to invest in. He
explained he was looking for ways to increase ridership on this
underperforming route. He said the consultant developed 3 no cost and 3
cost alternatives for Route #9 and the Steering Committee decided on the
two presented to the Board.

Jim Collins said this year the November TAB meeting falls on the
Wednesday before Thanksgiving and typically meetings are not
well attended that close to a holiday and therefore he is proposing
the meeting be moved to Tuesday, 11/20/18.
Evelyn Meuret said she would prefer the meeting be held
Wednesday based on her work schedule. Jane Cryan and Troy
Monday said they would be able to attend on Wednesday as well.
It was decided that the TAB would meet Wednesday, 11/21/18 and
Jim would check that at least one more person can attend to be
assured of having a quorum.

Jane Cryan suggested that future appointments to this Board be full time
bus riders. Jim Collins explained that the mayor appoints the Board
members based on their qualifications. The city in general is short of
Board applicants. He said the criteria for Board members is laid out in the
municipal code. He said he would check if this was even possible.
Jane Cryan expressed concerns about the relocated Wal-Mart bus stop and
transfer point. Jim Collins explained the history of the decision that was
made at a previous TAB meeting before moving the stop. He said Wal-
Mart put their on-line pick-up area where our bus stop had been, forcing
the bus stop to move.
Jane Cryan said some insightful comments made by Board members do
not appear in the minutes and suggests that the minutes be verbatim
rather than a summary.
Jim Collins said the minutes are intended to be a summary and it isn’t
feasible to provide a full transcript.
