PURPOSE: APPROVE PARKING REGULATION CHANGES ON SUNNYVIEW
ROAD (COUNTY ROAD Y) AND ON WEST LINCOLN AVENUE
INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-
11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING
REGULATIONS ON DESIGNATED STREETS AND ALLEYS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to
parking regulations on designated streets and alleys is hereby amended as follows:
A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
Sunnyview Road (County Road Y)
Add Thereto: No parking, both sides, from County Road A east to
its terminus
West Lincoln Avenue
Add Thereto: No parking, both sides, from Jackson Street to 45
feet east
SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.

ordinance #18 -XXX APPROVE PARKING REGULATION CHANGES ON SUNNYVIEW
ROAD FROM COUNTY ROAD Y TO ITS TERMINUS AND ON WEST LINCOLN
AVENUE FROM JACKSON STREET TO 45 FEET EAST on December 111h 2018. This
ordinance modifies parking regulations on sections of Sunnyview Road and on West
Lincoln Avenue.

RE: Parking restrictions on Sunnyview Road and West Lincoln Avenue
BACKGROUND
A citizen called to request no parking on Sunnyview Road east of County Road A. There have
been vehicles attempting to park on the shoulder near the intersection with Sherman Road
which causes congestion at the intersection and in the area. The road does not have curb or
gutter and is only 21 feet wide in this area.
A city staff member requested no parking on West Lincoln Avenue east of Jackson Street near
the intersection. West Lincoln Avenue is 30 feet wide in this area and when vehicles park near
the intersection it restricts vision at the intersection, causes vehicles to cross the center line and
potentially inhibits the vehicle from clearing the intersection. Most of the cross streets off
Jackson have a parking restriction due to these issues.
The Traffic and Parking Advisory Board recommends approval of both items. (7-0)
ANALYSIS
Sunnyview Road does not have curb and gutter and is extremely narrow. It is not conducive
to on street parking in this area.
Vehicles parked on Lincoln near the intersection east of Jackson Street cause safety concerns
and does not allow vehicles to travel in both directions. The proposed 45 foot parking
restriction still allows vehicles to park in the area and also makes it safer by improving sight
lines and clearing the intersection. There are overnight parking permits sold for this block of
West Lincoln Avenue however; there is ample room for those vehicles to park a bit further
from the intersection.

FISCAL IMPACT
The fiscal impact of these ordinances is the cost of signage. The signage cost would come out of the
Sign Department operational budget.
RECOMMENDATION
I recommend that the Common Council approve these modifications to Section 27A-11 of the
Municipal Code pertaining to parking regulations on designated streets and alleys.
