Initiated by: Darryn Burich, Planning Services Director a.) The item is not really within the purview of the Commission but Landmarks can provide some input due to the older nature of the building (c. 1890). The owner of the property seeks to redevelop it as townhomes and apartments. The owner would seek multiple funding sources including Low Income Housing Tax Credits (LITEC), and Historic Tax Credits. The building is not listed on the State or National Registers, and was mentioned in the 1980 survey as not thought to be eligible. The owner is working with Continuum Architects on a design scheme for the interior. Preliminary plans were submitted, but no elevations as of now. 2.) Is the item related to an Historic District/contributing, listed individually, Landmarked or eligible? No 2a.) Does item conform with all Local, State, or other Ordinances, Statutes? Depending on the work proposed, the work could conflict with the local ordinances from a zoning standpoint in regards to parking and other considerations, but staff would work through this with the applicant. 2b.) Has the State Historical Society been notified or involved? No 2c.) Are other organizations or entities involved? Yes - City staff and the Plan Commission are involved and have held preliminary workshops on the item. 3.) Are Historic Tax Credits applicable for this item? Not currently. Perhaps the LITEC credits could apply, but the property would have to be listed individually to seek state and/or national tax credits since no historic district exists in the vicinity. 4.) Is this a municipally -owned structure? No. The property is privately owned. 5.) What is the Commission priority # for this item? Not a 1, 2, or 3 priority. If you are unable to attend this meeting, it is important to notify Steven Wiley (920-236-5062) in case a quorum cannot be attained. 5a.) Does the Commission have enough information for action(s)? The Commission does not yet have enough information but hopefully some discussion with the property owner can remedy this. Discussion Considerations 1.) More research or follow up on Item? Yes - Staff can follow up on obtaining more drawings from the property owner and bringing additional information to the table for discussion if additional discussion is necessary. Otherwise the item would go through the Plan Commission and the Plan Commission and Common Council would vote on the item to approve the Conditional Use Permit necessary to do the development at the location. 2.) Evidence of "original"? Restore to what time period? 3.) Replacement Materials: accepted by State Historical society? 4.) Consideration of 'undo hardship on ownersT Funding sources? 5.)
