OSHKOSH COMMITTEE ON AGING (COA) MINUTES
September 4, 2018
A.)Ms. Richey called the meeting to order at 8:01 a.m.
B.) PRESENT: Lurton Blassingame, Claude Benedict, Judy Richey,Julie Maslowski, Ron
Duerkop, Sue Ashton
STAFF: Jean Wollerman, Seniors Center Manager; Bobbie Luft, Office Assistant
EXCUSED: Peggy Bellin; Xandy Kloeckl
ABSENT: Deb Allison-Aasby
C. APPROVAL OF MINUTES:
August 7th, 2018 minutes, Mr. Blassingame moved to accept the minutes as written, Mr.
Benedict seconded. Motion carried to accept the minutes as written.
D.)Citizens Statements- None
E.) NEW BUSINESS
a) Jeanne Tondryk, 1155 Algoma Blvd, Oshkosh, announced that the 3rd annual Time of
Your Life, Senior Expo will take place on October 2nd from 8:30 am to 1:30 pm. Free
admission and parking. There will be coffee and a light breakfast served in the first
hour. There will be 80+vendors. Vendors to include diverse retirement living &
medical options; financial institutions 7 advanced directives; informative workshops &
seminars; free health screenings; flu clinic by Walgreens and door prizes and special
giveaways. Key note speaker will be Betsy Abramson Executive Director for WI
Institution for Healthy Aging. The presentation will start at 12 pm and will be on
"Ageism is Bad for Everyone's Health". Katie Buchnis a licensed auctioneer will
appraise 1 item per attendee and limited to the first 100 people. Mr. Blassingame
encouraged Ms. Tondryk to share this information with the neighborhood associations.
She stated the Committee on Aging will have a booth there as well.
b) Kate Mann, Public Affairs/Crime Prevention, Oshkosh Police Department provided a
power point on how to avoid scams/identity theft---anything that says you won
something but have to pay should throw up a red flag. She explained how spoofing
worked, the scammer can spoof a phone number so it appears to be coming from a
known number. Another type is romance or catfishing, a website to meet a person of
interest and once talking they want you to send them money. She said never should
anyone give out any personal information no matter how small it may seem such as a
birthdate. Mr. Blassingame questioned if the number of scams or increasing or
decreasing. Officer Mann stated they are increasing and that it was difficult to catch
the person once they have your information. It was discussed computer scams are
increasing and that there are support businesses to help protect. Officer Mann
suggested to look into local companies and go there to be sure they are legit. Officer
Mann also showed a power point regarding the Project Lifesaver and Take Me Home
Program. Project Lifesaver is to help find someone quickly, a person that may be
confused or cannot communicate as to where they live or even who they are. It is a
voluntary program and the person wears a band once the OPD knows the last location
they were seen, they can set up their device to track them. The battery is changed each
month by the supporting agency. Mr. Duerkop questioned the range. Officer Mann
explained there are different modes, and the person is always adjusting. You must be
certified to track the missing person. Mrs. Maslowski questioned the cost and how to
sign up. Officer Mann explained it's a voluntary program, there is a cost however there
are donations to cover some cost and you would contact Sargent Wrage at the OPD.
Officer Mann explained the Take Me Home Program; this program is on a volunteer
basis at no cost. A parent or guardian signs the person up with all of their pertinent
information and be responsible to keep the information updated. Mr. Duerkop
questioned if they wear a device, Officer Mann stated they do not. She also reminded
everyone about the red drug drop box located at OPD for unwanted medications.
F.) OLD BUSINESS:
a) Strengthen our Partnership with Neighborhood Assoc. and Other Partners-Lurton
Blassingame-Mr. Blassingame provided Pam Ruder, Coordinator for Neighborhood
Association a video of COA meeting and information.
b) Affordable Transportation and Delivery Services for Seniors-Judy Richey-Ms. Richey
announced on September 27 from 10:15 to 11:15 at the Oshkosh Seniors Center there
will be a presentation on transportation put on by the Winnebago County Health
Department and Fox Valley Thrives. Judy and Ron will be attending. Mr. Benedict has
concern with transportation issues and the struggle with ridership. He stated he was
unable to understand the service for weekends from bar to bar. Ms. Richey explained
that it was nothing to do with the City transit system, but put on by the Tavern League.
c) Create Community Design & Policy that supports an Age Friendly community-Jean
Wollerman-Mrs. Wollerman stated if there are concerns or issues with ordinances to
funnel the questions to this committee and they will help with finding out the correct
answers.
d) Improve Communication and Visibility of Available Services to Seniors-Ron
Duerkop-Ms. Ashton announced the Wisconsin State of Health Services located in
Madison received National Accreditation. She stated it was a great thing as there are
only 200 out of 3,000 health departments to be recognized. She stated the 1St case of
West Niles Virus was confirmed August 17th in Dane County. She explained nine out
of ten people infected have no idea they have it. Be sure to use spray and most of
sprays have to have deet to be effective. Medicare is researching dental care for
people on Medicare. Erin Roberts, Winnebago County announced on September 8th
there is a walk/run to raise awareness to addiction of opioids. She explained people
are having internal bleeding due to fake weed being tainted with rat poisoning. Mr.
Duerkop stated new Medicare cards should have been received and if you haven't
received yours yet,you should contact 1-800-MEDICARE. In the meantime use your
current card for health care services. He stated as of September 21 a credit freeze,
allowing people to freeze and unfreeze their credit file would be free. This make it
harder for thieves to open new accounts in your name. Fraud alert will go from 90
days to a yearlong alert; meaning a business that runs your credit should check with
you before opening a new account. Real ID Compliant Drivers Licenses will be a
must after October 2020. The new id's have a black circle with a white star in the
middle. This will be needed when traveling on a plane. Mr. Duerkop reminded all to
do due diligence before trusting anyone purporting to be working on behalf of
disaster victims. Report any fraud to the National Center for Disaster Fraud Hotline
at 866-720-5721 or disaster@leo.gov.
G.)OTHER BUSINESS: Mrs. Wollerman encourage all members to attend the Brain Fitness
Fair held at the Oshkosh Seniors Center on September 12 from 10am to fpm. This fair is
partnered with Fox Valley VNA and is the 2nd annual. There will be interactive vendors
and a free lunch that you will need to register for.
Ms. Richey stated the COA is working with Anne Schaefer on their space at the Senior Expo.
Mrs. Wollerman stated she has been reviewing the website and Anne Schaefer is collecting the
suggested changes and will take those to those working on the new site. Committee on Aging is
located under Boards and Commissions.
H.)ADJOURNMENT:
Mr. Blassingame moved to adjourn, Mr. Benedict seconded, motion carried to adjourn at 9:03
am.
