PURPOSE: APPROVE AMENDMENT TO 2018 CAPITAL IMPROVEMENT
PROGRAM (CIP) BUDGET—PARKS SPECIAL PROJECTS/FULLY
FUNDED ACCOUNT AND RAINBOW MEMORIAL PARK BALL
FIELD IMPROVEMENT FUND
INITIATED BY: PARKS DEPARTMENT
WHEREAS, the Common Council has adopted the 2018 CIP Budget, which is on
file in the Office of the City Clerk and available for public inspection; and
WHEREAS, it is necessary to amend the 2018 CIP Budget to add donated funds
supporting project expenditures including concrete work for a batting cage at Teichmiller
Park and Rainbow Memorial Park Ball Field Improvements.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the 2018 CIP Budget, on file in the City Clerk's Office, is hereby amended
with adjustments as listed in attached Exhibit 4.

Special Projects/Fully Funded Account and Rainbow Park Ball Field Improvement Fund
BACKGROUND
On November 29, 2017 the Common Council adopted the 2018 budgets. At that time, no expenses were
anticipated from the Parks Special Projects/Fully Funded Account or the Rainbow Park Ball Field
Improvement Fund. The Parks Special Projects/Fully Funded account is where various donations are
deposited which cover specific costs for park projects, essentially a designated donation account. The
Rainbow Park Ball Field Improvement Fund is for the renovation of the existing ball field.
ANALYSIS
The Teichmiller Park ball field renovation project, which was funded through the Great Neighborhoods
Initiatives, has been occurring this late summer and fall. This field is used extensively by the Oshkosh
North Youth Baseball organization (ONYB). During the planning stages of this project, ONYB presented
a plan to the Parks Department and Advisory Parks Board for their organization to fund a batting cage
at the park. ONYB has donated materials as well as a check for $4,200.00 to cover the costs for concrete.
Working with the Finance Department, the funds were deposited into the Parks Special Projects/Fully
Funded account and the expenses will be paid from that account as well.
The Rainbow Park Ball Field Improvement project will begin this fall/winter and continue into 2019
thanks to a fundraising effort spearheaded by Sydney Supple, Oshkosh North High School Fast Pitch
Player and the Oshkosh Area Community Foundation. Sydney Supple was the first girl from Oshkosh
to be named Wisconsin Softball Player of the Year and she doesn't want to be the last. She started this
fundraising project because she feels that having an additional field for youth to utilize would be
beneficial to the entire community. Sydney has raised over $80,000 and the Rainbow Park Ball Field
Improvement Fund currently has a balance of $5,200 from donations the city has received for the project.
FISCAL IMPACT
The total fiscal impact of the budget amendment for the Parks Special Projects/Fully funded account is
$4,200.00. The amendment will authorize funding for the concrete work to A/N#: 0325-0610-7216-07956.
The total fiscal impact of the Rainbow Park Ball Field Improvement Fund is $85,200.00. The amendment
will authorize acceptance of the donations and funding for the project to A/N#: 0325-0610-7216-07610.
RECOMMENDATION
Staff recommends that Council approve this resolution.
