PURPOSE: APPROVE SPECIAL EVENT / FAITH CHRISTIAN CENTER/
UTILIZE CITY STREETS FOR THE FALL FAMILY HARVEST
PARTY/OCTOBER 31, 2018
INITIATED BY: CITY ADMINISTRATION
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that approval is granted to Faith Christian Center (Dianne Magnuson) to utilize
City streets (Melvin Street,Song Court and Bowen Street) on Wednesday,October 31,2018,
from 5:00 p.m. to 7:00 p.m. for the Fall Family Harvest Party in accordance with the
municipal code and the attached application, with the following exceptions/conditions:
A. An exception to the provisions of section 6-6 of the Oshkosh Municipal code
is granted to allow horses in city streets for the purpose of carriage rides.
B.
BE IT FURTHER RESOLVED that as a condition of approval, the Event Organizer
shall pay the City's actual costs for extraordinary services.
Cost Estimates for Extraordinary Services
Streets
Staffing $47.69 (preliminary estimate includes 1 hr. for delivery/pick up of barricades)
Equipment/Vehicle Use $5.71 (preliminary estimate includes use of a truck for 1 hr. for
delivery/pick up of barricades)
Supplies /Materials $33 (preliminary estimate includes 6 barricades/signs @ $5.50 each)
Police
Staffing $16 (preliminary estimate includes 1 hr. to set up/take down barricades and no
parking signs)
Equip/Vehicle Use $3.92 (preliminary estimate includes use of a police vehicle to set
up/take down barricades and no parking signs)

The completed application can be mailed to. Oshkosh Seniors Center,Special Events Coordinator,200 N.Campbell Rd„Oshkosh,
WI,54402. All applications must include a detailed layout/route and the application fee($25 single day event/$35 multi-day event).

I would like to explain a little about our event. Our church is located on the corner of Bowen
and Melvin. We set up everything on the church lawn; 3 tables to serve food and 4 tables
where the kids can play games and win prizes. Cavanaugh's Carriages is bringing a team of 2
horses to pull a wagon for a hayride;they take people for a ride around a couple of blocks and
back to the church. All loading and unloading takes place on Melvin St.
We would like to block the street off from Bong Ct. to Bowen St. for the safety of the people
attending our event. We hold this event from 5-7 p.m. during the city's trick or treat time. The
event is free and open to the community. We normally have 100-125 people come through.
Many are just out trick or treating and stop by for a hotdog,the hayride and let their kids play
some games. It is a safe family-friendly event that we have had for at least 10 years now.
