HomeMy WebLinkAbout08. 18-519 OCTOBER 23, 2018 18-519 RESOLUTION (CARRIED 6-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE 2018 OPERATIONS BUDGET AMENDMENTS; FIRE/SAFETY FOR EPCRA GRANT ($7,700.00) & STREET TREE PLANTING DONATION ($26,500.00) INITIATED BY: CITY ADMINISTRATION WHEREAS,the Common Council has adopted the 2018 Operations Budget,which is on file in the Office of the City Clerk and available for public inspection; and WHEREAS, it is necessary to amend the 2018 Budget to: o Account for grant funds received and to allow for purchase of fire equipment funded through a Fire/Safety EPCRA Grant and reserve funds from the Fire Department Safety Fund o Account for donations and grants receive in support of the City's Tree Program and provide for project expenditures from the Street Tree Planting Program NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the 2018 Operations Budget, on file in the City Clerk's Office, is hereby amended with adjustments as listed in attached Amendment 12. TO: Honorable Mayor & Members of the Common Council FROM: Mike Stanley, Fire Chief DATE: October 18, 2018 RE: Budget Amendment for 2018 Fire EPCRA Grant BACKGROUND In order to replace expired or obsolete equipment for the Hazardous -Materials team an amendment to the 2018 Hazardous Materials budget will need to be made. The total amount to replace the equipment will be in the amount of $7,700.00 ANALYSIS The primary pieces of equipment that needs replaced are chlorine kits. The changes in specifications for chlorine storage cylinders have rendered the existing kits obsolete. In order to best protect our community and meet our obligations for county and state response, the kits need to be updated. FISCAL IMPACT Eighty -percent of the funds, $6,160 will be reimbursed from an EPCRA grant. The remaining twenty -percent, $1,540 will be drawn from existing reserves from the Fire Department/Safety Fund that is funded by the county and state. The fund balance as of January 1, 2018 was $345,705. RECOMMENDATION The recommendation would be that Common Council approve this amendment so purchasing the equipment can occur. This will allow us to continue a high level of service and keep our community safe. At that time, no expenses were anticipated from the Memorial Tree Program Account. This account is used to accept grants, donations and sponsorships to support the planting of memorial trees and is essentially a designated donation account. ANALYSIS The grants, donations and sponsorships described below are not currently shown within the operating budget. Project expenses will be paid from this account. FISCAL IMPACT The total fiscal impact of this budget amendment is $26,500.00 which includes a $10,000 grant to be received from Bay Lakes Regional Planning, $4,000 in donations to the fund. The Oshkosh Area Community Foundation is providing $12,500 to assist with the grant project. The amendment will authorize funding for the planting of trees to A/N#: 0333-0620-6535-11401. RECOMMENDATION Staff recommends that Council approve this resolution. Approved, Mark A.
