HomeMy WebLinkAbout09.12.18 Minutes 4h Car Oshkosh RENTAL HOUSING ADVISORY BOARD MINTUES SEPTEMBER 12, 2018 PRESENT: Linda Jevaltas,Lori Palmeri,Matthew Stenerson,Cheryl Hentz,Margy Davey,Matt Mugerauer STAFF: Allen Davis, Community Development Director, Andrew Prickett, Building Systems Inspector, Casey Koelbl, Housing Inspector, Kathy Fredrick, Weights and Measures/Code Enforcement Clerk OTHER: Jeff Nau, Associate Planner/GIS Specialist,Planning Services Division CALL TO ORDER Ms. Hentz called the meeting to order at 3:30 p.m. CITIZEN STATEMENTS Todd Hutchison,2536 Fond du Lac Road,Oshkosh,WI,54902,stated he worked in real estate development primarily in adaptive reuse and multifamily housing. He stated he specialized in affordable housing tax credits and he would like to see more investment in the two Opportunity Zones located in the City of Oshkosh. Donn Lord,743 W. 101h Avenue,Oshkosh,WI 54902,asked for a list of the ten most common code violations related to rental properties in order for landlords to become more proactive. He stated he would like to hold an annual meeting with landlords and city staff to address common code violations. Mr. Prickett stated landlords could reference the rental inspection checklist as it contained the most common code violations for rental properties. APPROVAL OF MINUTES—August 8,2018 The minutes of the August 8,2018 meeting were approved with the correction of the date at the top of Page Six. (Davey/Mugerauer) FARMERS MARKET—FOLLOW UP After the Saturday Farmers Market held on August 251h,board members expressed concerns that there was not a hand out explaining the purpose of the Rental Housing Advisory Board. A handout created by city staff detailing the purpose of the RHAB with contacts of various agencies for frequently asked questions and concerns not handled by the City of Oshkosh was distributed to the board for review. /0�� J Car Oshkosh RHAB Minutes Page Two Ms. Palmeri stated she would like to add a contact for legal services and the attorney for UWO students to the handout. Ms. Hentz requested copies of the revised handout be provided to the board at the next RHAB meeting. ACT 317 WORKSHOP FOLLOW-UP Jeff Nau,Associate Planner/GIS Specialist,Planning Services Division, displayed a map showing all of the registered rental dwellings throughout the City of Oshkosh. He also displayed other maps detailing housing criteria to aid in establishing neighborhood stabilization and enhancement districts to comply with Act 317. The board was concerned about the lack of compliance for rental registrations. Mr. Davis explained the information on the maps and noted as part of the Tax Act passed by Congress, Opportunity Zones were created as a way to attract investment capital in distressed geographic districts of the community; a minimum investment was required with a percentage of reduced capital gains taxes if the investment was held for a period of five or seven years. After ten years, the investors would permanently avoid any capital gains tax on the post-acquisition gains. He stated the City of Oshkosh was awarded two Opportunity Zones; Census Tract 5 which included the inner City and downtown area, and Census Tract 15 which included the "Pioneer' District and the "Sawdust" District. Map Metrics for Districts(s) The Board chose the following metrics to use in establishing neighborhood stabilization and enhancement districts: Code enforcement cases Police calls for crimes against property Police calls for crimes against persons Assessor data regarding housing conditions Location of foreclosures Public Participation—Date for Workshop The Board decided to hold a public workshop on October 2, 2018 at City Hall. NOTE: Tim Ernst joined the meeting at 4:36 p.m. Communication Plan Mr. Davis stated he would coordinate with Emily Springstroh to create a news release for the workshop. /0�� J Car Oshkosh RHAB Minutes Page Three SOCIAL MEDIA-Additional Social Media Sites The Board discussed using the civic engagement platform, POLCO, to gain public input for establishing neighborhood stabilization and enhancement districts and developing an inspection program. Mr.Davis stated he would meet with Emily Springstroh to create a POLCO question prior to the workshop and have her report back to the board at the next RHAB Meeting. CARBON MONOXIDE DETECTORS Mr. Koelbl reported in June, 2018 the Wisconsin Department of Safety and Professional Services updated the locations where carbon monoxide detectors must be placed in multiunit residential buildings and gave the board an educational handout. ACTION PLAN- Strategic Plan Update The Board decided each member would give Ms. Fredrick their thoughts regarding the RHAB Strategic Plan and she would compile a spreadsheet which would be included with the agenda for the next meeting.
