Oshkosh Corporation UpdateTO: Honorable Mayor & Members of the Common Council Mark Rohloff, City Manager FROM: Allen Davis, Community Development Director DATE: October 4, 2018 RE: Oshkosh Corporation Global Headquarters Construction, Public Improvements, Tax Increment Finance Plan, Timeline Public Improvements Construction of Westfield and the related utilities have started. Clearing and grubbing is done. Stripping has started, and utilities installation could begin next week. Paving is planned for completion by the end of November, and restoration completed by December. This schedule is in accordance with the Development Agreement. The stormwater management excavation could start this winter, depending on the weather. The Koeller Street extension construction is scheduled to start in 2019. The WisDOT-TEA grant that was applied for to help offset costs for the public infrastructure improvements was approved and the city will receive $787,500. Staff is working to allocate the grant dollars for the appropriate grant eligible activities. The WisDNR grant for the riverwalk was submitted May 1, 2018. The grant would help build the riverwalk from I-41/Tribal Heritage Trail to the Oshkosh Corporation site, and in addition, build new riverwalk all the way east to Punhoqua Street. The riverwalk grant would also add lights, bollards, and benches to match the existing riverwalk. WisDNR grant awards are usually announced in late summer or early fall. The design and permitting would be completed over the winter, and construction of the riverwalk project would be done in 2019. Staff has issued a Request for Qualifications (RFQ) for engineering and design services for the riverwalk to seven engineering firms. Responses are due October 15th. No reimbursable work can start until the WisDNR makes any grant awards and the grant contract is executed. The City received a Transportation Assistance Program (TAP) grant from WisDOT to help pay for the costs of extending the riverwalk trail from Punhoqua east through Rainbow Memorial Park. The construction of this segment of riverwalk could be constructed in 2021. This project would help implement the Rainbow Memorial Park Master Plan and connect the lakeshore City Hall, 215 Church Avenue P.O. The State made the award on September 6, 2018, so the City will be receiving $255,000 for the project. City staff recently attended a TAP grant administration training session since the City has never received this type of grant before. Tax Increment Finance Plans The Common Council adopted both Tax Increment Finance #34 and #35 Plans on January 23, 2018. The Joint Review Board approved both TIF Plans on January 30, 2018. Development Agreement and other Agreements Staff continues to work on the remaining agreements including easements for utilities and stormwater connections. This agreement is scheduled for consideration by the Council in November. A Landscape Maintenance Agreement that would assign maintenance responsibility for the City -owned land between the Oshkosh Corporation property and the proposed riverwalk to Oshkosh Corporation would also be needed, and should be approved after the final design of the riverwalk is completed. Timeline Inspection staff has issued the full building permit for Oshkosh Corporation's Global Headquarters' project. Inspection staff are on-site on an almost daily basis for inspections. The Oshkosh Corporation contractor, Miron Construction, started mobilization for building construction on June 11, 2018. Erosion control practices are in place and excavation and grading work is on-going. Most foundation work is done. Crews continue to erect structural steel. City Hall, 215 Church Avenue P.O.
