SIDES BETWEEN 8TH AVENUE AND 16TH AVENUE

A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11
OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS
ON DESIGNATED STREETS AND ALLEYS
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to
parking regulations on designated streets and alleys is hereby amended as follows:
OREGON STREET
Remove therefrom: All parking designations both sides from Stn

SECTION 2. This ordinance shall be in full force and effect from and after its

Please take notice that the City of Oshkosh enacted ordinance #18-152 (A GENERAL
ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 OF THE
OSHKOSH MUNICIPAL CODE PERTAINING PARKING REGULATIONS ON
DESIGNATED STREETS AND ALLEYS) on October 9, 2018. The ordinance modifies
parking regulations on Oregon Street between 81h and 161h Avenues.

RE: Oregon Street Parking Regulations between 8th Avenue & 16th
Avenue (Staff Recommends Waiving the Rules & Adopting on First
Reading)
BACKGROUND
Oregon Street was/is being reconstructed and striped to meet current traffic standards
which include zero offset left turn lanes, and more space for truck turning movements
as well as vehicle stacking. As a result of this, 21 on street parking spaces are no longer
available. Concerns have been raised by area business owners about the loss of on
street parking in front of their businesses. As a result of these concerns, staff evaluated
pre construction and post construction on street parking and developed 3 alternatives.
One alternative was to leave the street as it is currently striped and advise motorists of
off street parking options such as the 3 public parking lots in the area as well as parking
on adjacent streets. The second alternative restored five parking stalls by decreasing
some stall widths to 8 vs 10 feet which still allowed for proper turn lanes. The third
alternative restored 13 parking stalls by decreasing stall widths and decreasing turn
lane lengths to substandard. Staff held a public meeting with area business owners on
Thursday August 30th to present the options and obtain feedback. Business owners
remarked that customers need to see their destination and don't like to walk too far.
There was discussion about the need to add more public parking to the area and add
additional parking wayfinding signage. The consensus was whatever can be done to
add/improve parking options would be desirable. The Traffic and Parking Review
Advisory Board considered the options at their September meeting and voted to
recommend leaving the road as striped. They were concerned about traffic safety and
felt there was enough off street public parking available to compensate for the loss of on
street stalls. The Common Council considered the alternatives at their September 25th
meeting and directed staff to come up with a compromise that would add some on
street parking back to Oregon Street.

ANALYSIS
Following the Oregon Street parking discussion at the September 25, 2018 Common
Council meeting, Transportation Director Jim Collins and Assistant Director of Public
Works Steve Gohde met with the business owners that were in attendance at the
meeting. The consensus among the group was that restoring parking stalls within the
800 block of Oregon Street is their highest priority. The group agreed that adding four
(4) stalls, two (2) on each side of the street in this block would be a significant
improvement. While this does not restore the number of stalls that existed prior to
construction, this was an acceptable compromise. The discussion during the Common
Council meeting indicated that restoring additional stalls near these businesses was
important.
Based on the results of the discussion following the Common Council meeting, staff is
recommending a hybrid of the options presented to Council. The recommendation is to
implement option 2 between 8th Avenue and 9th Avenue and leave the remainder of the
street as designed. The result is restoring a total of four (4) stalls, two on each side, in
the area where the most significant loss occurred. Four (4) stalls would reduce the loss
of stalls in this block to two (2) stalls.
The downside of adding the 4 parking stalls will be substandard turn lanes and
reduced space for vehicle maneuvering between 8th and 9th Avenue.
These ordinances reflect the compromise between 81h and 91h Avenue and the striping
and parking as designed for the rest of Oregon Street.
FISCAL IMPACT
The fiscal impact of these ordinances is the cost of signage which was budgeted. The
signage cost would come out of the Sign Department operational budget. There is also
a cost to remove the current striping and restripe the road between 8th and 9th Avenue.
The cost of paint removal and re -striping will come out of the project budget.
RECOMMENDATION
Section 27A-11 of the Municipal Code pertains to parking regulations on designated
streets and alleys. I recommend that the Common Council approve these ordinances.
