Business Retention &
Expansion
• Up to 8o%of all new jobs are created by businesses already in the community.
• Existing businesses invest in and are invested in their locations;they are more likely to
have an interest in the common good of the location than a new investor.
• Developing an economic growth strategy that considers existing businesses allows you to
develop a competitive advantage.
• It is easier for support institutions(schools,colleges,etc.)to respond to existing business
needs than anticipate needs of new firms.
• Focusing the bulk of your efforts on attracting new investment is a higher risk lower
reward policy as few businesses relocate—still necessary but has less reliable results than
BR&E.
• Existing businesses and their success and happiness is the best advertisement for Oshkosh
to lure in new firms and develop economic clusters.
• BR&E,though not a cure all,is a key pillar of a local economic growth strategy.

What Companies Are
Telling Us...
• A local manufacturing company with ioo+employees
has 15 openings,raised their wages twice in 2oi8
already and is now turning down new business.
• A local business owner heard that we were actively
recruiting a large company to Oshkosh and expressed
concerns that we are potentially bringing in
companies that will hire large amounts of people
when our current employers are struggling to find
workers.
• A seasonal company that is generally open for Spring,
Summer and Fall is closing for the Fall season
because they are unable find the workers that they
need.
Site Selection
• Site Selection magazine surveyed 72 industry consultants
about what they viewed as key motivators for companies
seeking new locations,which were as follows:workforce;
transportation infrastructure;availability of sites and
buildings;state and local tax structures;and incentives.In
terms of competitiveness of regions,respondents favored the
Sunbelt and the Midwest.
• Another poll,conducted by Area Development magazine,
revealed that half of those surveyed said they planned to open
a new facility within five years.The Deep South and Midsouth
led as prime locations for 39 percent of the respondents;14
percent would choose the West;n percent opted for the Mid-
Atlantic states;and 9 percent favored the Midwest.
