HomeMy WebLinkAbout18-13 Revised REVISED REDEVELOPMENT AUTHORITY OF THE CITY OF OSHKOSH,WISCONSIN SEPTEMBER 19, 2018 18-13 RESOLUTION (CARRIED LOST LAID OVER WITHDRAWN ) PURPOSE: AUTHORIZE LAND DISPOSITION OF 948 W. 4TH AVENUE TO HABITAT FOR HUMANITY ($10,000.00); APPROVE CONSTRUCTION OF NEW AFFORDABLE SINGLE FAMILY HOME BE IT RESOLVED by the Redevelopment Authority of the City of Oshkosh that 948 W. 4t" Avenue is hereby declared surplus and the proper officials are hereby authorized and directed to execute any and all documents necessary to sell said property to Habitat for Humanity for $10,000. • BE IT FURTHER RESOLVED that construction of a new affordable single family home on said lot is hereby approved with the condition that final construction plans shall be approved by Community Development staff prior to work commencing. • Indicates Revision TO: City of Oshkosh Redevelopment Authority FROM: Allen Davis, Community Development Director DATE: September 13, 2018 SUBJECT: September 19, 2018 RDA Agenda items 18-13 Approve Land Disposition of 948 W. 41h Avenue to Habitat for Humanity Background The RDA acquired the property due to multiple code violations with the main structure in 2017 and paid $19,000 for the property. The property included a detached, 2-car garage in decent shape that remains. The City demolished the main structure in 2018 after asbestos had been removed. The City is now maintaining the lot. Analysis This neighborhood has been experiencing some redevelopment recently. The Housing Authority recently rehabbed a house on the block to the east. In addition, Habitat for Humanity is building a new house on the parcel directly to the east. Habitat has also approached city staff on the possible acquisition of this RDA parcel for another house. Habitat has offered to pay$10,000 for the parcel and construct a new house on the parcel in 2018-2019. Habitat would like to start construction this fall. Habitat is also working with the Sacred Heart Neighborhood Association on a Rock the Block event for the spring of 2019. The Neighborhood Association is located across the street from this parcel. Planning staff has indicated that Habitat should submit plans for the design of the house so that an architectural review can be done. Fiscal Impact The sale of the parcel would yield $10,000. In addition, the property value would increase to about$120,000. Recommendation The RDA disposes of 948 W 4f Avenue for$10,000 to Habitat for Humanity.
