The minutes from the 8/14/2018 TPAB meeting were accepted. 1st: Dan Becker 2nd: Steve Herman Agenda Items Oregon Street parking between West 8th and West 16th Avenues Jim Collins Jim Collins said construction of Oregon Street, from 8th to South Park Avenue is finished. He explained pre-construction there were 4 parking spaces between 8th and 9th Avenues and post-construction there is 1 parking space. He told the new traffic layout on Oregon includes zero offset designated left turn lanes with more stacking room where it intersects with 9th Avenue. This improves the safety of the intersection and allows for truck turning movements. He said previously there weren’t proper turn lanes or space for truck turning movements. Jim told business owners in the area contacted Engineering to express their concerns of lost parking. They held a meeting to hear their concerns, explain why the parking was lost and offer alternatives to add parking. He said at this meeting business owners stated their customers need to see the front door of the business and do not want to walk too far to get to their businesses. Committee Name: Traffic & Parking Advisory Board Date: 9/11/18 Location: City Hall 2 Topic Facilitator Discussion Actions Oregon Street parking between West 8th and West 16th Avenues continued Jim Collins Steve Gohde Jim Collins Dan Becker Jim Collins said Engineering evaluated pre and post-construction conditions and developed three plans. He said one option is to leave as is and option 1 adds 1 parking stall on each side of the street and narrows the parking lane to 8’, which is the same width as Main Street. Steve Gohde, assistant director of Public Works, explained the block between 8th and 9th Avenues is a short one and therefore does not have much room for parking spaces. He told that option 2 narrows the parking lane to 8’ AND shortens the left turn storage area to 50’ which is not enough space for a semi. Jim Collins told there are three public parking lots in the area; one on 8th Avenue with 2 hour parking for 20 vehicles, one with 20 angled 90 minute parking spaces behind the west side businesses between 9th and 10th Avenues and there is 4 hour parking available in the gravel lot on 10th Avenue with 40 spaces that are seldom utilized. He explained the black signage for all city parking lots was installed last year and there are a couple parking signs with arrows directing where the parking lots are located. Dan Becker said he looked at this area with Jim Collins and Steve Gohde. He states in his opinion, after measuring, this area is too tight to add parking back. He said he thinks Main Street is tight and that snowfall in the winter could create a bottleneck here if parking were added back. Committee Name: Traffic & Parking Advisory Board Date: 9/11/18 Location: City Hall 3 Topic Facilitator Discussion Action Oregon Street parking between West 8th and West 16th Avenues continued Dan Scieszinski There was discussion about more signage directing motorists to surrounding parking lots, the walking distance from surrounding parking lots may be less than the distance of big box stores such as Lowes and the possibility of the current configuration drawing more customers to the area because traffic moves more efficiently. Dan Scieszinski moved to go with the current set up. 1st: Dan Scieszinski 2nd: Steve Haas Carried: 5 - 0 Staff Statements Jackson Street and New York Avenue update Jim Collins Jim Collins told the no left turn 3:00 p.m. to 7:00 p.m. Monday through Friday have been installed with flags. He said the electric signs should arrive the end of September. Future Agenda Items Dan Scieszinski Daniel Becker Dan Scieszinski requested another no parking during South Park events sign be installed on Osborn just east of Rugby.
