A NEW ELECTRONIC MESSAGE CENTER AT 3530 OMNI DRIVE (OMNI
GLASS &PAINT)
GENERAL INFORMATION
Applicant: Karl Keas
Owner: Omni Glass &Paint, Inc.
Actions Requested:
The applicant requests approval of a Specific Implementation Plan amendment for an electronic
message center (EMC)upgrade at 3530 Omni Drive.
Applicable Ordinance Provisions:
Planned Development standards are found in Section 30-387 of the Zoning Ordinance. The
original Planned Development did not address signage, so EMC signage is subject to the area
standards listed in Figure 30-290b of the Zoning Ordinance.

Property Location and Background Information:
The subject development is located north of where Interstate 41 and US-45 converge and consists
of one parcel totaling approximately 12.27 acres (534,420 square feet) in size. The subject site is
currently developed as Omni Glass &Paint, Inc. with a retail business and manufacturing. The
development was approved with a Planned Development in October 2006. The original
Conditional Use Permit/Planned Development(CUP/PD) was for Omni's facility which includes
their commercial glass and paint operation and its associated office,manufacturing and retail
showroom uses. The owners later received a Conditional Use Permit with a Planned
Development Amendment for outside storage in 2007(Resolution 07-229 at the August 281", 2007
Council meeting) for outside storage on the site since the storage was not included as part of the
original CLT/PD.
The original CUP/PD was for a 70,000 sq. ft.building (62,000 sq. ft.footprint)broken down to
three primary uses: 15,000 sq. ft. office and showroom area, 21,000 sq.ft. of paint production, and
34,000 sq. ft. of glass manufacturing. The development also includes a 2,600 sq. ft. cold storage
building, a detention pond, two parking/loading areas and a private road running from Stearns
Road to Fountain Avenue. Parking spaces proposed in the original development met the
standards for office/showroom and manufacturing uses. In 2007, the property owner obtained a
CUP/PD Amendment to convert some of the on-site parking to outside storage.
Item V—PD Amendment—3530 Omni Drive
The property has an Urban Industrial-Planned Development(UI-PD) zoning designation. The 10
and 20 year Comprehensive Land Use Plans recommend commercial development for the subject
site. The development is bounded by additional parcels owned by Omni Glass &Paint to the
north, Interstate 41 to the east, US-45 to the west and the interchange of Interstate 41 and US-45 to
the south.

ANALYSIS
Use
The applicant is not proposing any change of use to the property. All uses on site were covered
in the original CUP/PD and CUP/PD Amendment.
Site Design
The subject site consists of one parcel with 76,815 sq. ft. of industrial/manufacturing space. The
parcel contains the Omni facilities and associated parking on the central and north portions of the
site with a drainage easement that runs from the western side of the site down through much of
the southern portion of the site and up on the eastern portion of the parcel.
The owner converted some of the parking to outside storage which was addressed as a CUP/PD
Amendment. No changes to the site design other than the larger EMC sign are proposed as part
of this PD Amendment.
Access and Circulation
Access and circulation were previously addressed as part of the original CUP/PD. No changes
are proposed to the current access and circulation.
Parking
Parking was addressed as part of the original CUP/PD and no changes are proposed to the
existing parking scheme.

Signage and Lighting
Lighting was addressed as part of the original CUP/PD and no changes are proposed to the
existing lighting on-site.
Signage was not addressed as part of the original CUP/PD or the CUP/PD Amendment,but no
changes are proposed to any signage except the EMC mounted on the pylon sign on the east side
of the site adjacent to Interstate 41. The applicant is requesting a base standard modification
(BSM) from the maximum permitted 50 sq.ft. to 150 sq. ft. The existing pylon sign would remain
with the only modification being that the applicant would install a larger EMC in place of the
current EMC on the pylon sign. The new EMC would be slightly more narrow than the existing
one,but of a greater height than the current EMC. The new EMC would be 19'-0"x 8'-0". The
new EMC would be approximately 148 sq. ft. in area. The 148 sq. ft. of the proposed EMC
coupled with the 171 sq.ft. of the existing cabinet sign yields a figure of 319 sq. ft. of total sign
area.
The applicant states that he is requesting the BSM for a larger EMC because the current EMC is
difficult to read from Interstate 41. He states the distance from the freeway(approximately 220
feet) and speed of the traffic (often 70 mph or greater) make it difficult for motorists to read the
sign. The applicant believes a larger EMC will greatly improve the ability for Omni Glass &Paint
to reach their audience and improve viewing,making it safer for highway traffic.
Staff examined the proposed signage plans and relevant ordinances. As mentioned previously,
Figure 30-290b regulates the maximum area for EMCs in each zoning district. The figure also
includes maximum areas for all freestanding signs in each district. For Urban Industrial lots of
greater than two acres in area, the maximum area per side of all freestanding signs is 400 sq.ft.
As far as staff is aware,no freestanding signage other than the pylon sign exists on the site. Staff
believes that the requested BSM is supportable, assuming the total area of all freestanding signage
on the site is 400 sq.ft. or less. Staff is supportive of the requested PD Amendment.
On-Building Signage
No changes are proposed to existing on-building signage.
Landscaping
Landscaping was originally addressed as part of the original CUP/PD approval and no changes
are proposed to the existing landscaping on site.
Storm Water Management
Storm water management was discussed as part of the original CUP/PD and no changes are
proposed to the storm water management on site.
RECOMMENDATION/CONDITIONS
Staff believes that the development meets the standards set forth in Section 30-387 of the Zoning
Ordinance and has a positive impact on surrounding lands, will be harmonious with the intended
character of the general vicinity and will not be detrimental to neighboring properties or the

community as a whole. Staff also feels that the proposal reflects the City's development and
planning policies, enhances the appearance of the area and is architecturally compatible with
nearby and adjacent structures lending a positive contribution to the physical appearance of land
uses and buildings in the community.
Staff recommends approval of the Planned Development Amendment with the following
conditions:
1. Base standard modification from the maximum permitted area of 50 sq. ft.per site to
allow an EMC of 150 sq.ft. in area.
2. Overall height of the EMC shall not increase from the present height.
3. Total area per side of all freestanding signage on the site shall not exceed the base
standard of 400 sq. ft. total.
4. No modifications shall be made to other aspects of the site. Any future modifications shall
be filed as separate requests and be reviewed by the Plan Commission.
5. Proposed EMC shall meet all ordinance standards for Electronic Message Boards, as
explained in Section 30-280 of the Zoning Ordinance.

Omni Glass & Paint is requesting a base standard modification to increase the size of our EMC
from the currently allowed 50 square feet to 150 square feet. The existing EMC is located on our
existing Pylon sign approximately 220 feet from the Hwy 41.
We feel we are in a similar position as the Outlet Shoppes at Oshkosh, who benefited from
increasing the size of their EMC in 2017. We are proposing a new EMC of 8' x 18'6", due to
the limited ability to read our current EMC, which does not read well from Hwy 41.
The Hwy 41 traffic speed and distance from our sign (220 feet) make it very difficult to
communicate to our target audience with the current EMC. A larger EMC will greatly improve
the ability to reach our audience and improve viewing, which will also be safer for highway
traffic.
