RE: Amendment No. 2 to Professional Services Agreement for TID #34 and TID #35 Storm Water
Support / Brown and Caldwell ($4,645)
A professional services agreement was executed on April 27, 2018 with Brown and Caldwell for TID #34 and
TID #35 storm water support services. An amendment was executed on July 24, 2018. Additional services
were requested from Brown and Caldwell due to information requested by the Wisconsin Department of
Natural Resources during their review of the Notice of Intent.
The additional services include additional hydrologic and hydraulic modeling to evaluate the proposed
enlargement of the wet detention basin and to evaluate the Prairie Treatment System as wet detention ponds.
Staff has reviewed the amendment and the costs. The amount of this agreement amendment is not to exceed
$4,645. This will raise the total agreement amount to $39,834 (not to exceed). Funds for this project are
included in the Storm Water section of the 2018 Capital Improvement Program.
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized
nature, including engineering services, may be procured without the use of formal, sealed quotes. In
accordance with Section 12-16 of the Code, I am hereby submitting this report regarding this professional
services amendment.

Amendment #2 to TID #34 & #35 Stormwater Support

Scope: This Exhibit A documents additional tasks requested of Brown and Caldwell (BC) by the
City of Oshkosh (City) for services under the TID #34 & #35 Stormwater Support project (City
Authorization Dated May 3, 2018; BC Project # 152187) agreement dated April 27, 2018. All
terms and conditions from that agreement remain in effect for the work and budget described in
this Amendment #2.
Task #13: Additional TID #34 Wet Detention Basin Support
Additional support for the TID #34 Wet Detention Basin was requested by the City to evaluate the
proposed enlargement of the wet detention basin. Additional XPSWMM and WinSLAMM modeling
was completed to evaluate the proposed enlargement. The Technical Memo for TID #34 was
updated based on the enlarged pond and the model results. In addition, the Technical Memo
summarizing all parts of the analysis will be made.
Task #14: Additional TID #35 Prairie Treatment System Support
Additional support for the TID #35 Prairie Treatment System was requested by the City to
respond to WDNR review comments. Additional WinSLAMM modeling was completed to
evaluate the prairie treatment systems as wet detention ponds. The results of the analysis were
provided to the City via email. In addition, the Technical Memo summarizing all parts of the
analysis will be made.
