HomeMy WebLinkAbout10. 18-475 SEPTEMBER 11, 2018 18-475 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: AUTHORIZE 2019 GRANT APPLICATION — WISCONSIN REGIONAL PLANNING COMMISSION AND WISCONSIN DEPARTMENT OF NATURAL RESOURCES GREAT LAKES BASIN TREE PLANTING PROGRAM INITIATED BY: PARKS DEPARTMENT WHEREAS, the Wisconsin Regional Planning Commission and Wisconsin Department of Natural Resources have made funding available for tree planting projects; and WHEREAS,the City of Oshkosh Forestry Division has identified the need to install additional trees on City properties; and WHEREAS, the City is required to provide a monetary match of twenty-five (25%) percent for funding approval; and WHEREAS, the twenty-five (25%) percent match will be derived from the Parks Department labor and equipment used to complete the plantings. NOW, THEREFORE, BE IT RESOLVED, by the Common Council for the City of Oshkosh that City staff is hereby authorized to submit a grant application for a Wisconsin Regional Planning Commission/Wisconsin Department of Natural Resources Tree Planting Grant in the amount of $15,000 to plant additional trees along the Fox River Corridor Riverwalk on City properties. BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to execute any and all documents required for purposes of the same, and are further authorized and directed, if said grant is awarded, to accept such funds, pursuant to the terms of the grant application. TO: Honorable Mayor and Members of the Common Council FROM: Ray Maurer, Parks Director DATE: September 5, 2018 RE: Authorize 2019 Grant Application Submittal — Wisconsin Regional Planning Commission/Wisconsin Department of Natural Resources, Great Lakes Basin Tree Planting Program BACKGROUND The Wisconsin Regional Planning Commission and the Wisconsin Department of Natural Resources have grant funds available in 2019 designated for tree planting projects within the Great Lakes basin. The City of Oshkosh meets several criteria for the grant and is eligible to receive these funds. ANALYSIS The City of Oshkosh Parks Department actively seeks funding to better administer ongoing programs specifically as they relate to tree planting within established neighborhood associations that have insufficient tree stocking levels as well as new project sites throughout the city. FISCAL IMPACT Grant request is $15,000 which will be matched at 25% ($3,750) by utilizing city labor and equipment to complete the project. RECOMMENDATION Staff recommends application for the grant to leverage additional funds for the ongoing tree planting programs.
