FOR GRAND OPERA HOUSE ROOF TOP UNIT HVAC REPLACEMENT FOR GENERAL SERVICES ($42,300.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for replacement of the roof top HVAC unit for the Grand Opera House; and WHEREAS,upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: SURE FIRE, INC. 617 Washington Street Horicon, WI 53032 Total Bid: $42,300.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bids on file. Money for this purpose is hereby appropriated from: Acct. Urben, General Services Manager DATE: August 31, 2018 RE: Award Bid to Sure Fire Inc. for Grand Opera House Roof Top Unit HVAC Replacement for General Services ($42,300.00) BACKGROUND The Facilities Maintenance Division works closely with our HVAC engineer from McMahon & Associates to regularly monitor, update and prioritize the annual HVAC Replacement Schedule for our building's HVAC equipment. The 2018 CIP Roofing/HYAC CIP has been allocated $500,000.00. The existing roof top unit that heat and cools the back stage area of the Grand has been high on the replacement priority list given its age (33 years) and condition. The ASHRAE life expectancy for this type of unit is 20 years, making it 13 years beyond it useful life. The unit has struggled to work properly in recent years and it is no longer cost effective to continue to repair. A new unit will be more energy efficient and be less costly to maintain and operate. ANALYSIS Working with McMahon and Facilities Maintenance staff, Purchasing prepared bid Specifications for this project. The bid was advertised in the local newspaper. Bids were due August 28, 2018. The bid tab is attached. Based on the bid review, it was the consensus of McMahon and City staff that the low bid received met all the minimum bid requirements. FISCAL IMPACT The fiscal impact of this bid is $42,300. This bid, added to McMahon's engineering fee of $3,500.00 brings the total fiscal impact of this project to $45,800.00. The 2018 Roofing/HYAC Fund has been allocated $500,000.00. With the inclusion of this project and factoring in current/pending projects, the HVAC/Roofing CIP Fund has sufficient funds for this project. This project will be charged to A/N# 0323-0130-7214-06635. RECOMMENDATION Purchasing recommends the Common Council award this bid to Sure Fire Inc. for $42,300.00.
