HomeMy WebLinkAbout05. 18-470 SEPTEMBER 11, 2018 18-470 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE BUDGET AMENDMENTS — SPECIAL ASSESSMENT FUND ($50,000.00) AND POLICE SPECIAL FUND ($40,000.00) INITIATED BY: CITY ADMINISTRATION WHEREAS,the Common Council has adopted the 2018 Operations Budget,which is on file in the Office of the City Clerk and available for public inspection; and WHEREAS, it is necessary to amend the 2018 Budget to provide for unanticipated costs for: o Services related to the razing of nuisance structures on properties within the City o Crisis intervention training, traffic enforcement, the canine program, supplies and equipment for the Oshkosh Police Department NOW, THEREFORE, BE IT RESOLVED by the Common Council of the of Oshkosh that the 2018 Operations Budget, on file in the City Clerk's Office, is hereby amended with adjustments as listed in attached Amendment 11. TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: September 6, 2018 RE: Amend 2018 Operations Budgets - Special Assessment Fund (0317) BACKGROUND On November 29, 2017 the Common Council adopted the 2018 Operation Budget. This annual Operations Budget provides the necessary funding for a department's daily operational costs and provides the legal authority for the City to enter into contracts and obligate funds. ANALYSIS Annually, the City's Inspection Services division pursues legal action(s) for the razing and removal of nuisance properties. This action is taken a when a property/structure is considered to present a health and safety risk to the public. Staff works very closely with the Attorney's office on these projects and typically the City obtains a court order to demolish hazardous structures and/or remove junk and debris. FISCAL IMPACT The proposed budget amendment for $50,000 will support the required permitting, public notification, demolition costs, and tipping fees. These expenditures are billed to the property owner/home owner after the razing and removal of the property is complete, making this a budget neutral amendment. As these donations and grants are an unexpected revenue source, we were unable to include this revenue in the budget process. ANALYSIS As needs arise for the Police Department that are unanticipated after our budget is prepared, we periodically receive donations from organizations and individuals to help fulfill these needs. Examples of some donation and grant funds that we have received this year are funding for Crisis Intervention Training for police officers to help with mental health response within the community, funding to support our police K-9 program, funding to support activities of the Police Auxiliary, funding to support our annual youth step up program and shop with a cop, as well as funding for various other equipment needs that arise outside of our approved operating budget. FISCAL IMPACT The proposed budget amendment(s) will support crisis intervention training, directed traffic enforcement, the police K-9 program, the Police Auxiliary, community programs as well the purchase of equipment, supplies and training needed to supplement the activities of the police department. The Department anticipates receiving additional revenue of $40,000 over our budgeted amount. RECOMMENDATION Staff recommends that Council pass this resolution.
