TRAFFIC AND PARKING ADVISORY BOARD AGENDA ITEMS SEPTEMBER 11, 2018 NEW BUSINESS 1. OREGON STREET PARKING BETWEEN WEST 8TH AND WEST 16TH AVENUES Oregon Street was/is being reconstructed and striped to meet current traffic standards which include zero offset left turn lanes, more space for truck turning movements and vehicle stacking. As a result of this, 21 on street parking spaces have been removed. Area business owners have voiced their concerns about the loss of on street parking in front of their businesses. As a result of these concerns, staff evaluated pre-construction and post-construction on street parking and developed 3 alternatives. One alternative is to leave the street as it is currently striped and advise motorists of available parking on adjacent streets and off street parking options. The second alternative restores five parking stalls by decreasing some stall widths to 8 vs 10 feet which still will allow for proper turn lanes. The third alternative restores 13 parking stalls by decreasing stall widths and decreasing turn lane lengths to substandard. There will be sketches of the three options presented at the meeting. Staff held a public meeting with area business owners on Thursday, August 30th to present the options and obtain feedback. The feedback received at this meeting was that customers need to see their destination and don’t like to walk too far. There was discussion about the need to add more public parking in the area and add additional parking wayfinding signage. The consensus was whatever can be done to add/improve parking options would be desirable. We are looking for a Board recommendation to Council. STAFF STATEMENTS 2. JACKSON STREET AND NEW YORK AVENUE UPDATE The LED no left turn signs for the Jackson and New York intersection are back-ordered. We expect delivery at the end of September. In the meantime, we have flagged the no left turn lanes to draw attention to them. OPD has been doing motorist education as well.
