The minutes from the 6/12/2018 TPAB meeting were accepted. 1st: Jim Stapel 2nd: Dan Scieszinski Agenda Items Designate Clairville Road as a through street at the intersection with Compass Way Jim Collins Jim Collins introduced and welcomed council member Steve Herman to the Board. Jim Collins said the new trans load facility is now open and Compass Way off Clairville Road is the access point for trucks. He explained, if approved, the stop sign would be installed on Compass Way to stop traffic traveling west at the intersection of Clairville Road. He said currently there is an intersection ahead sign installed. 1st: Dan Becker 2nd: Jim Stapel Carried: 7 0 Committee Name: Traffic & Parking Advisory Board Date: 8/14/18 Location: City Hall 2 Topic Facilitator Discussion Actions Discussion of use of different vehicles on our roads, bike lanes, sidewalks and park trails Lynn Lorenson Steve Herman Jim Stapel Dan Becker Bill Christianson Lynn Lorenson introduced assistant city attorney, Amy VandenHogen and explained Amy assisted in gathering the information for this item included in the Board packets. She said the state governs what is permitted on the roadways but the city has more control over sidewalks and park trails. Lynn said internal discussion was prompted by an inquiry of where a motorized skateboard, which could reach speeds of 30 mph, could be used. Jim Collins added that we are looking for feedback on this item. Steve Herman inquired about a motorized wheelchair. Amy VandenHogen replied the motorized wheelchair would fall under ADA guidelines. It was determined a “personal mobility device” is a Segway. Steve suggested getting input from bike patrol officers. Jim Stapel said if motorized devices of unexpected speeds are permitted to travel on sidewalks, the device should be required to display a flashing light or sound to alert other users such as pedestrians. Daniel Becker said body weight may factor into the speed the device travels and therefore believes voltage or displacement may be a better way to regulate than miles per hour. There was discussion about golf carts, ATV’s, quadricycles and play vehicles like a Barbie car. William Christianson said he thought bicycles with motor assist should be allowed to ride in bicycle lanes. Committee Name: Traffic & Parking Advisory Board Date: 8/14/18 Location: City Hall 3 Topic Facilitator Discussion Action Staff Statements No left turn from Jackson St. onto New York Ave. from 3:00 p.m. – 7:00 p.m., Mon. through Fri. Jim Collins Jim Collins said the electronic signs have been ordered but takes 6 to 8 weeks to receive so they should arrive here at the end of August. He said the signs can potentially be programmed to operate only during the 3:00 p.m. – 7:00 p.m. timeframe. Oakwood Road from 9th Avenue to 20th Avenue Jim Collins Dan Scieszinski Dan Becker Steve Herman Jim Collins said the road diet on 9th Avenue has been well received and would like the Board’s input regarding Oakwood Road. Dan Scieszinski said he doesn’t see a need for a road diet as there is not enough traffic on Oakwood Road. Steve Haas agreed. Daniel Becker said Oakwood Road lacks consistency going from 1 lane to 2 lanes, back and forth. Steve Herman stated the section of Oakwood Road in the Town of Algoma is one lane and wondered why Oshkosh doesn’t conform to the community around them. He said he needed more documentation, specifically traffic counts potentially with speeds traveled, number / type of crashes, to support warranting a road diet here. He requested Jim Collins look into the data when time permits. Future Agenda Items Steve Herman Jim Collins Steve Herman mentioned he received a complaint about West Bent Avenue. Jim Collins said a citizen was concerned about vehicle speeding with children playing in the area on Bent Avenue between Algoma Boulevard and Wisconsin Street. The citizen would like OPD to install a speed board and potentially a temporary speed bump installed. Jim explained this is a common complaint throughout the city. OPD is going to set up a speed board to gather data on vehicle speeds in this area. Committee Name: Traffic & Parking Advisory Board Date: 8/14/18 Location: City Hall 4 Topic Facilitator Discussion Actions Future Agenda Items Continued Steve Herman Jim Collins Steve Herman Steve Herman said he received a request to change the configuration for the turning lanes on Westhaven Drive at Hwy. 21. Jim Collins explained that this a state controlled intersections and he would forward the feedback. It is often a 50/50 proposition whether you delay vehicles turning right or vehicles traveling straight. Steve Herman said more vehicles are going to the bank and traffic backs up on the north side of the intersection.
