PURPOSE: ACCEPT DEDICATION OF STREET RIGHT OF WAY FOR AN
EXTENSION OF NORTH KOELLER STREET

PLAN COMMISSION RECOMMENDATION: Approved
BE IT RESOLVED by the Common Council of the City of Oshkosh that the City
hereby accepts right-of-way for an extension of N. Koeller Street between Rath Lane and
N. Westfield Street, per the attached.

BACKGROUND
On February 13, 2018, the Common Council approved the dedication of an unnamed street
between Rath Lane and the N. Westfield Street extension which was to provide Oshkosh
Corporation access to their global headquarters site. Since that time, the Army Corps of
Engineers took jurisdiction of wetlands on the golf course property which required the City to
redesign the alignment of the unnamed street (now known as N. Koeller Street). To simplify the
process, the City is recommending the vacation of the entire unnamed street segment and a new
dedication of an extension of N. Koeller Street with the new layout.

The street is simply being realigned to deal with wetland issues and will serve the same function
and capacity as the previously dedicated right-of-way being vacated under a separate action.
The proposed 80 -foot wide right-of-way will accommodate four -lane streets and provide area for
public sidewalks, bike lanes, parking and ample area for terrace trees and snow storage.
FISCAL IMPACT
The new street is scheduled to be constructed by Fall 2019 in the dedicated area. Bids for the
project are expected at the end of August with an award by Council anticipated on September 11,
2018.
RECOMMENDATION
The Plan Commission recommended approval of the street right of way dedication at its July 17,
2018 meeting.

Rath Lane and the N. Westfield Street extension which was to provide Oshkosh Corporation
access to their global headquarters site. Since that time, the Army Corps of Engineers conducted
a re -delineation of wetlands on the golf course property which removed and reduced some of the
wetlands in the area. This caused the City to redesign the alignment of the unnamed street (now
known as N. Koeller Street) to avoid the newly mapped wetlands. To simplify the process, the
City is recommending the vacation of the entire unnamed street segment (Item I) and a new
dedication of an extension of N. Koeller Street with the new layout.
ITEM— Right-of-Wav Dedication —N. Koeller Street Extension
The proposed 80 -foot wide right-of-way will accommodate four -lane streets and provide area for
public sidewalks and ample terrace area for terrace trees and snow storage.
The dedication is included on a draft Certified Survey Map currently under review by City staff.
Once City staff approves the Certified Survey Map it will be recorded at the Winnebago County
Register of Deeds. The dedication will become official upon approval by the Common Council.
RECOMMENDATION/CONDITIONS
Staff recommends acceptance of the right-of-way dedication of N. Koeller Street as proposed.
The Plan Commission approved of the right-of-way dedication as requested. The following is the
Plan Commission's discussion on this item.
Mr. Nan presented the item and reviewed the site and surrounding area. He stated on February

Motion by Perry to approve the dedication of street right-of-way for an extension of N. Koeller Street
between Rath Lane and N. Westfield Street.
Seconded by Borsuk. Motion carried 8-0.
