PURPOSE: APPROVE EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE
GRANT (JAG) FOR POLICE DEPARTMENT ($15,495.00)
INITIATED BY: OSHKOSH POLICE DEPARTMENT
BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City Officials are hereby authorized and directed to approve application for a grant
agreement with U.S. Department of Justice for the Edward Byrne Memorial Justice
Assistance Grant to purchase equipment for the Oshkosh Police Department and the
Winnebago County Sheriff's Office.
BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to execute any and all documents required by the U.S.Department of Justice,
Office of Justice Programs, Bureau of Justice Assistance for the purposes of same, and are
further authorized and directed, if said grant is awarded, to accept such funds pursuant
to the terms of the grant application and to purchase the needed equipment with the
funds.

RE: Approve Edward Byrne Memorial Justice Assistance Grant (JAG) for
the Police Department
BACKGROUND
The Oshkosh Police Department has been notified that we are eligible to receive a
federal grant through the Edward Byrne Memorial Justice Assistance Grant (JAG)
program. Program guidelines require that the application be available for review by
the governing body of the unit of local government prior to submitting the application
to the Bureau of Justice Assistance. Grant fund eligibility to local governments and
allocation amounts are determined by a formula based on the share of total violent
crime reported within the state, and the City of Oshkosh, as indicated in the annual
Uniform Crime Report (UCR) that we are required to submit monthly. The grant can
be used to purchase equipment needed to support public safety services and
operations. The JAG grant application deadline is August 22nd, 2018.
The eligible allocation to the City of Oshkosh under the 2018 Edward Byrne Memorial
JAG Grant is $15,495. The Oshkosh Police Department is the only eligible law
enforcement agency in Winnebago County to receive the grant, which creates a
disparate allocation of funds requiring a Memorandum of Understanding (MOU) to
be signed with Winnebago County officials indicating how the grant will be utilized.
However, because both our agencies have operational needs, this grant will be shared
with the Winnebago County Sheriff's Office. The City of Oshkosh will act as the fiscal
agent for this grant, and the grant will be administered by the Oshkosh Police
Department.
ANALYSIS
The Oshkosh Police Department intends to utilize the grant funds to purchase one
speed -board radar with a trailer mount for a total cost of approximately $10,400, plus
an annual data service fee of $1,500 which will be absorbed into the department's
budget.
The Mission of the Oshkosh Police Department is to promote public safety and to enhance the
quality of life in our community through innovative policing and community partnerships
The Oshkosh Police Department currently has one speed -board radar to deploy for
speed enforcement in the city. The city is divided into seven districts which also
breaks down into different neighborhood reporting areas. Speeding has been a
concern among the citizens and one of the top complaints the department has had to
handle over the years. With only one speed -board available to be deployed, the
department is not able to gather timely data for all areas of concern to enforce speed
violations.
The data collected by the speed -board has assisted in identifying areas in need of
stronger traffic enforcement. The data can be made available to the public to educate
citizens in understanding enforcement decisions made by the department.
The speed -board also has the capability of displaying traffic messages and alerts. It
can be deployed during Amber Alerts, construction alerts, as well as accident/traffic
alerts.
The Winnebago County Sheriff's Office intends to purchase three Mobotix brand
cameras and accessories. The cameras will be utilized in areas that present a high
probability for criminal activity. This will allow personnel to view activity both
retroactively and in live time to improve solvability factors on a wide range of
crimes and high liability incidents. The implementation of this project will serve
the citizens of Winnebago County by allowing Sheriff's Office staff to better police
the county in a more effective and efficient manner.
The total cost of the Winnebago County Sheriff's Office items is $4,900.
FISCAL IMPACT
The Oshkosh Police Department budget will incur an annual cost of $1,500 for the
data service required to operate the speed board.
RECOMMENDATION
If approved, we intend to accept the grant funds as allocated and purchase the
equipment indicated in this memo within the established grant timelines. The
Oshkosh Police Department will act as the fiscal agent for this grant.
