HomeMy WebLinkAbout07. 18-410 AUGUST 15, 2018 18-410 RESOLUTION (CARRIED 4-0 LOST LAID OVER WITHDRAWN ) PURPOSE: ACCEPT HISTORIC SIGN MARKER EASEMENT AT 234 CHURCH AVENUE INITIATED BY: CITY OF OSHKOSH PLAN COMMISSION RECOMMENDATION: Approved BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed to accept the historic sign marker easement at 234 Church Avenue,per the attached, and the proper City officials are hereby authorized and directed to execute any and all documents necessary for purposes of same. TO: Honorable Mayor and Members of the Common Council FROM: Darryn Burich Director of Planning Services DATE: August 7, 2018 RE: Accept Historic Marker Easement at 234 Church Avenue (Plan Commission recommends approval) BACKGROUND The Oshkosh Landmarks Commission with the collaboration of City staff and the Winnebago County Historical Society have initiated a project to install and maintain a 24" x 36" double - sided bronze marker to be displayed at the subject site and an easement is needed to place the historical marker. The subject property is located on the northeast corner of Church Avenue and Franklin Street. The site is developed with the Historic Morgan House with a detached garage and parking area. ANALYSIS The bronze marker contains information on the Morgan House and Irving -Church Historic District and would be pole mounted and replace the current Morgan House sign on the property. The petitioner is requesting acceptance of a 3' x 10' easement at the south edge of the subject property for display and maintenance of the historical marker. Planning staff does not have concerns with the proposed easement and feels that display of the historic marker will help preserve neighborhood history. FISCAL IMPACT There should be very little or no ongoing maintenance required for the sign as these bronze markers are relatively durable and the area around the marker will be maintained by the Winnebago County Historical Society. GENERAL INFORMATION Applicant: City of Oshkosh Owner: Winnebago County Historical and Archeological Society (WCHAS) Actions Requested: The City of Oshkosh is requesting acceptance of a sign easement to allow for installation/maintenance of a sign at 234 Church Avenue. Applicable Ordinance Provisions: N/A Property Location and Background Information: The subject property is 17,734 sq. ft. in size and located on the northeast corner of Church Avenue and Franklin Street. The site is developed with the Historic Morgan House with a detached garage and parking area. ANALYSIS The Oshkosh Landmarks Commission with the collaboration of City staff and the Menominee South neighborhood have initiated a project to install and maintain a 24" x 36" double -sided bronze marker to be displayed at the subject site. The bronze marker contains information on the Morgan House and Irving -Church Historic District and would be pole mounted and replace the current Morgan House sign on the property. The petitioner is requesting acceptance of a 3' x 10' easement at the south edge of the subject property for display and maintenance of the historical marker. Planning staff does not have concerns with the proposed easement and feels that display of the lintel will serve to beautify the neighborhood and preserve its history. City Staff will work with the property owner to have appropriate easement documents signed and recorded at the Winnebago County Register of Deeds. RECOMMENDATION/CONDITIONS Staff recommends approval of the acceptance of the proposed lintel easement as requested. The Plan Commission approved of the historic marker easement as requested. The following is the Plan Commissions discussion on this item. Mr. Wiley presented the item and reviewed the site and surrounding area.
