SUBJECT: Item 10: City Hall Front Steps-Discussion-blueprints, estimate
1.) Initiated by: Commission Member/Mayor Steve Cummings
a.) The item is within the purview of the Commission per the Historic Preservation
Ordinance. It involves restoring the front steps on a municipally-owned building
(City Hall) designed by prominent Oshkosh architect William Waters.
2.) Is the item related to an Historic District/contributing, listed individually, Landmarked
or eligible?
The item is not part of an Historic District, listed individually, or Landmarked. The
1980 Intensive Resource Survey stated that City Hall is not eligible for listing.
2a.) Does item conform with all Local, State, or other Ordinances, Statutes?
Yes the item would conform with all applicable ordinances. Zoning ordinances
would likely apply but staff would research applicable setbacks, etc.
2b.) Has the State Historical Society been notified or involved?
N/A
2c.) Are other organizations or entities involved?
Yes-CR Meyer might be involved, along with the input of the general public.
3.) Are Historic Tax Credits applicable for this item?
No
4.) Is this a municipally-owned structure?
Yes
5.) What is the Commission priority#for this item?
The City Hall Front Steps do not fall under the top priority items of the Commission
but would be an additional item for the Commission.
5a.) Does the Commission have enough information for action(s)?
The staff liaison has obtained blueprints from Scott Cross at the Oshkosh Public
Museum. The Commission will need better photographs of these blueprints
(scanning would require taking them apart). The Commission will need to obtain

public input and cost estimates (possibly from CR Meyer) before moving forward.
Discussion Considerations
1.) More research or follow up on Item?
Yes-commission/staff research and assistance. Staff will work on photographing the
blueprints provided by the Museum, and perhaps Commission members can assist in
obtaining a quote for the cost. Staff would then work on posting the survey questions on
Polco.
2.) Evidence of"original"? Restore to what time period?
Yes: blueprints from the modernization and photographs from old yearbooks, etc.
Restoration would be to pre-1963.
3.) Replacement Materials: accepted by State Historical society?
4.) Consideration of'undo hardship on ownersT Funding sources?

POTENTIAL POLCO QUESTIONS FOR PUBLIC INPUT
Start with context. The Oshkosh High School at 215 Church Avenue (now City Hall) was
designed by prominent Oshkosh architect William Waters and completed in 1915. The building
operated as the high school until 1963, when Oshkosh West High School was constructed and
the City of Oshkosh converted the former Oshkosh High School into City Hall. At that time, the
front steps originally leading up to the main entrance of the building were removed during the
modernization that prepared the building for municipal operations.
