SUBJECT: Item 5: Historic Preservation Ordinance Revisions (Recent Demolition Issues),
Cost Analysis for Vinyl Siding, Cement Board and Original Material, and
Potential Historic Rehab Program/Grant for Local Landmarks
1.) Initiated by: Shirley Brabender Mattox, Chair-Oshkosh Landmarks Commission
a.) The item is within the purview of the Commission per the Historic Preservation
Ordinance. It involves the preservation ordinance and is a priority of the
Commission. Ms. Brabender Mattox seeks to create cost analyses to compare the
costs of vinyl siding, cement board, and original materials. She is also interested in
potentially creating a grant program for landmarked properties to provide an
additional incentive for property owners to landmark their properties. The grant
program could perhaps draw from the city's existing Sold on Oshkosh grant ($5,000
downpayment assistance for neighborhood properties). Perhaps the grant would
allow for property owners who look to perform work on their Landmarked
properties the option to obtain a Certificate of Appropriateness (COA) from the
Commission and obtain a grant to assist them in performing historically sensitive
work for their properties.
2.) Is the item related to an Historic District/contributing,listed individually, Landmarked
or eligible?
The item will pertain to Historic Districts, individually listed properties,and
Landmarked properties.
2a.) Does item conform with all Local, State, or other Ordinances, Statutes?
Yes the item would conform with all applicable ordinances. The Historic
Preservation Ordinance does and will continue to comply with the State Statutes.
2b.) Has the State Historical Society been notified or involved?
Joe DeRose has been notified and has visited to discuss ordinance revisions. Daina
Penkiunas has also been notified (regarding the demolition of historic properties).
2c.) Are other organizations or entities involved?
Yes-Private property owners will be involved.
3.) Are Historic Tax Credits applicable for this item?
Not at this time.
4.) Does this pertain to municipally-owned structures?
If you are unable to attend this meeting,it is important to notify Steven Wiley
(920-236-5062) in case a quorum cannot be attained.

Potentially,but the item pertains primarily to privately-owned properties. Any
incentives would be for private property.
5.) What is the Commission priority#for this item?
The Historic Preservation Ordinance Revisions are the #2 priority of the Commission.
5a.) Does the Commission have enough information for action(s)?
The Commission has moved forward with the preservation ordinance but should
have more information before approving a historic preservation grant program. The
cost analysis has not been completed and more research is needed.
