RE: Approve Memorandum of Understanding (MOU) for Rock the Block with
Habitat for Humanity and Greater Oshkosh Healthy Neighborhoods Inc.
BACKGROUND
The City adopted the ONE (Our Neighborhoods Engage) Oshkosh Strategic Plan with many
collaborators including Habitat for Humanity and Greater Oshkosh Healthy Neighborhoods
Inc. (GO-HNI). One objective within the Plan was to explore the Rock the Block concept that
has been used around the Midwest and determine if Oshkosh collaborators could do the same
work in Oshkosh neighborhoods. The Oshkosh Area Community Foundation (OACF) has
provided grant funds to start the Rock the Block program in Oshkosh beginning in 2018, through
2020. There would be five Rock the Block events over the next 3 years. Habitat has identified
the Sacred Heart neighborhood as the first neighborhood in Oshkosh, with two more
neighborhoods to be selected in 2019 and two more in 2020.
ANALYSIS
The Rock the Block program is a Habitat for Humanity program that was started in Iowa and
has been recently applied in the Fox Valley. Habitat, working with collaborators, identifies a
neighborhood, canvases all properties and owners, identifies house and property
improvements, and gathers hundreds of volunteers and thousands of dollars in donations.
The purpose of the event is to tailor immediate and lasting impacts to a neighborhood with
many housing and landscaping improvements, housing rehabilitation or new construction
projects and public facility improvements. The goal is to accomplish these projects in just a
few days of time and has an immediate impact on the curb appeal of the neighborhood. The
program also has the potential to reduce housing and property maintenance violations in a
way that does not require code enforcement.
The collaborator's roles of the MOU are outlined with Habitat and GO-HNI taking the lead
role in neighborhood canvassing, volunteer and donation raising, and coordinating most of
the improvement work. The City's role would be to help identify neighborhoods using city

data and maps, and providing technical assistance in support of projects identified in the
neighborhoods.
The City would also make CDBG and Healthy Neighborhoods funding available to qualified
owners for a variety of house improvements, in concert with the Rock the Block events. Great
Neighborhoods CIP funding could also be used for a public facility project in a neighborhood.
The Rock the Block event appears to accomplish Neighborhood Revitalization goals shared by
the City of Oshkosh, Habitat for Humanity, and GO-HNI. Lastly, an indirect goal of the Rock
the Block event is to help strengthen social connections between residents in their own
neighborhood and create social connections between the neighborhood residents and
volunteers.
FISCAL IMPACT
There is no cost to the City of Oshkosh for the Rock the Block program. The OACF is providing
the funding to Habitat and GO-HNI for the staff, volunteers and additional fundraising. The
Rock the Block projects improve the physical neighborhood conditions in 5 neighborhoods over
the next 3 years. This would maintain or increase curb appeal and help maintain property
values in the five neighborhoods.
Adequate CDBG and Healthy Neighborhood funds exist for the additional housing
rehabilitation projects that could be generated as part of the Rock the Block events. In addition,
if a public facility improvement could be coordinated with a Rock the Block event, a Great
Neighborhoods CIP allocation could be made by Council.
RECOMMENDATION
The Council approves the Memorandum of Understanding for Rock the Block with Habitat for
Humanity and GO-HNI.
