PURPOSE: APPROVE PHASE III OF 2017 GREAT NEIGHBORHOODS
CAPITAL IMPROVEMENT PROGRAMS FUNDING IN THE
AMOUNT OF $167,255.00; APPROVE PHASE I OF 2018 GREAT
NEIGHBORHOODS CAPITAL IMPROVEMENT PROGRAMS
FUNDING IN THE AMOUNT OF $55,245.00
INITIATED BY: COMMUNITY DEVELOPMENT
WHEREAS, the Common Council approved funds in the 2017 and 2018 Capital
Improvement Programs (CIP) for public improvements to be undertaken as part of a
Great Neighborhoods Program; and
WHEREAS, the Common Council previously approved funding for Phase I and II
activities/improvements utilizing 2017 CIP funds; and
WHEREAS, staff is recommending the following activities and/or improvements
be undertaken with 2017 Phase III and 2018 Phase I CIP funds of the Great
Neighborhoods Program which includes:
1) Terrace Tree Plantings $ 25,000
2) Stoegbauer Playground Improvements $137,500
3) Bus Shelters- River East Neighborhood $ 10,000
4) Jackson Street Neighborhood Traffic Safety, Mobility and $ 50,000

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that 2017 Phase III funded activities/improvements of the Great Neighborhoods
Program, as noted above are hereby approved in the amount of$167,255.
BE IT FURTHER RESOLVED that 2018 funded activities/improvements of the
Great Neighborhoods Program, as noted above, are hereby approved in the amount of
$55,245.

BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to take those steps necessary to implement said program. Money for this
purpose is hereby appropriated from:

RE: Approve 2017 Phase III and 2018 Phase I Great Neighborhoods Capital
Improvement Program Funding in the Amount of $222,500.00
BACKGROUND
The Great Neighborhoods Program provides residents the opportunity to originate projects that enhance
quality of life through strategic improvements to the public realm. Projects are intended to improve the
image, market, and physical conditions of Oshkosh neighborhoods. Staff provided recognized
neighborhood associations and groups pursuing healthy neighborhoods the opportunity to apply for
funding to support capital improvement projects within their neighborhoods. A total of seven projects have
been submitted and staff is recommending four projects for Common Council consideration. The remaining
three projects need additional information gathered prior to being submitted to the Common Council for
consideration.
In 2017, the Common Council approved $175,000 within the City's Capital Improvement Program for the
Great Neighborhoods Program. In 2017, the Common Council approved Phase I and II projects in the
amount of $745.00 (Res 17-351) and $7,000.00 (Res -17-509). The remaining 2017 Great Neighborhoods CIP
funds in the amount of $167,255 will be spent in Phase III. Phase I of 2018 Great Neighborhoods Capital
Improvement Programs funding will be used in the amount of $55,245.00.
A description of each 2017 Phase I and II project and the current status is listed below for your review.

In 2018, the Common Council approved $250,000 within the City's Capital Improvement Program for the
Great Neighborhoods Program.
ANALYSIS
The following projects have been reviewed by resident leaders and City staff and are being proposed to
utilize Great Neighborhoods Program funding.
Projects Recommended:
1. Terrace Tree Plantings $25,000.00
The Parks Department is requesting funding to install terrace trees. Terrace trees will be planted in
conjunction with other projects such as street reconstruction, housing rehabilitation, Habitat for
Humanity builds, neighborhood plans etc. Staff will work collaboratively with the Parks Departments
to ensure trees are planted in a manner that does not conflict with existing underground utilities.
2. Stoegbauer Playground Improvements - Sacred Heart Neighborhood $137,500.00
The Sacred Heart Neighborhood Association is requesting funding to improve the playground located
in Stoegbauer Park. This project is identified in the 2019 Capital Improvement Program budget, if
approved this project would be implemented fall 2018. The neighborhood association is partnering with
Habitat for Humanity on the Rock the Block fall 2018 project. The project includes new play equipment,
poured in place rubber surfacing, perimeter walkway and accessible walk connection.
3. Bus Shelters - River East Neighborhood $10,000.00
The River East Neighborhood Association, in collaboration with city staff, is requesting funding for two
new GO -Transit bus shelters and relocating two existing shelter. The two new shelters will be located
along the reconstructed portion of Washington Avenue. Branding elements for the historic district and
the neighborhood will be included in the two new shelters.
4. Jackson Street Neighborhood Traffic Safety, Mobility and Improvement Study $50,000.00
Study the existing traffic patterns along Jackson Street between Murdock and Church Avenues to
determine what, if any, improvements can be made to improve the safety of both vehicular and
pedestrian traffic using the corridor also to examine if there are any other improvements that can help
mitigate the impacts of the heavy volume of traffic on the adjacent neighborhood.
