PURPOSE: AWARD SID TO M-S COMPANIES INC. FOR SELF-PROPELLED
PAINT STRIPER TRUCK FOR THE SIGN DIVISION ($209,240.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for self-
propelled paint striper truck for Sign Division; and
WHEREAS,upon the opening and tabulation of bids, the following is the only bid:
M-S COMPANIES INC

New Holstein, WI 53061
Total Sid: $209,240.00
WHEREAS, this bid meets the minimum specifications and staff has reviewed the
bid and recommends its acceptance.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same,
all according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to M -B Companies Inc. for Self -Propelled Paint Striper Truck for the Sign
Division ($209,240.00)
BACKGROUND
The 2018 CIP allocated $210,000.00 for a new self-propelled paint striper truck for the Sign Division. The
new unit will replace a 2001 unit that has exceeded its useful service life. The chassis on the 2001 unit is
rusting and all components for the paint application are worn out and in need of costly repairs and/or
replacement. The new unit will help with completing all the pavement markings including miles of bike
lanes, center lines and lane lines. The new unit will allow all pavement markings to be applied at the
proper width, spacing and thickness.
ANALYSIS
Working with the Public Works Mechanics Manager and Sign Division staff, Purchasing prepared bid
specifications for this unit. The bid was posted on Onvia DemandStar. Bids were due June 26, 2018. The
bid tab is attached. Based on the bid review, it was the consensus of City staff that the sole bid received
met the minimum bid requirements.
FISCAL IMPACT
The total fiscal impact for this unit is $209,240.00. The 2018 CIP allocated $210,00.00 for this unit. This
project will be charged to A/N#: 0323-0810-7210-06807.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to M -B Companies Inc.
