FGM Architects City Hall Space Needs Assessment 2018
PROFESSIONAL SERVICES AGREEMENT THIS AGREEMENT, made on the 191h day of JUNE, 2018 by and between the CITY OF OSHKOSH, WISCONSIN, hereinafter referred to as CITY, and FGM ARCHITECTS, 219 NORTH MILWAUKEE STREET, SUITE 325, MILWAUKEE, WI 53202, hereinafter referred to as the CONSULTANT. WITNESSETH: That the CITY and the CONSULTANT, for the consideration hereinafter named, enter into the following Agreement. COMPONENT PARTS OF THE AGREEMENT This Agreement consists of the following component parts, all of which are as fully a part of this Agreement as if herein set out verbatim, or if not attached, as if hereto attached: 1. This Instrument 2. Consultant's Professional Services Proposal and Cost Proposal dated May 31, 2018, and attached hereto. In the event that any provision in any of the above component parts of this Agreement conflicts with any provision in any other of the component parts, the provision in the component part first enumerated above shall govern over any other component part which follows it numerically except as may be otherwise specifically stated. CITY REPRESENTATIVE The CITY shall assign the following individual to manage this Agreement: (JON URBEN, GENERAL SERVICES MANAGER) SCOPE OF WORK The CONSULTANT shall provide the services described in the CONSULTANT's attached Professional Services Proposal. CITY may make or approve changes within the general Scope of Services contained within the Professional Services Proposal and in this AGREEMENT. If such changes affect CONSULTANT's cost or time required for performance of the services, an equitable adjustment will be made through an amendment to this AGREEMENT. Box 1130 Oshkosh, WI 54903-1130 http://www.ci.oshkosh.wi,us RECORDS AND INSTRUMENTS OF SERVICE All reports, drawings, software, data, computer files, and other materials, documents and instruments prepared by the CONSULTANT as instruments of service shall remain the property of the CITY. Any document related to this agreement, whether in electronic or paper form, is considered a public record and shall be provided to the City upon request. The CONSULTANT may provide the City with an explanation of why they believe any document should not be released to the public. The City shall make all final determinations regarding the existence or release of any document related to this agreement. TERM AND TERMINATION A. Term. This Agreement shall commence upon the date indicated above and shall terminate on December 31, 2018, unless terminated earlier by one of the parties as provided below, except that CITY may extend this Agreement, upon written notice to CONSULTANT. B. Termination. 1. For Cause. If either party shall fail to fulfill in timely and proper manner any of the obligations under this Agreement, the other party shall have the right to terminate this Agreement by written notice. In this event, the CONSULTANT shall be entitled to compensation to the date of delivery of the Notice. 2. For Convenience. The CITY may terminate this Agreement at any time by giving written notice to the CONSULTANT no later than 30 calendar days before the termination date. TIME OF COMPLETION The CONSULTANT shall perform the services under this Agreement with reasonable diligence and expediency consistent with sound professional practices. The CITY agrees that the CONSULTANT is not responsible for damages arising directly or indirectly from any delays for causes beyond the CONSULTANT's control. For the purposes of this Agreement, such causes include, but are not limited to, strikes or other labor disputes, severe weather disruptions or other natural disasters, or failure of performance by the CITY. If the delays resulting from any such causes increase the time required by the CONSULTANT to perform its services in an orderly and efficient manner, the CONSULTANT shall be entitled to an equitable adjustment in schedule. SUSPENSION, DELAY, OR INTERRUPTION OF WORK CITY may suspend, delay, or interrupt the Services of CONSULTANT for the convenience of CITY. In such event, CONSULTANT's contract price and schedule shall be equitably adjusted. ASSIGNMENT CONSULTANT shall not have the right to assign this Agreement without the written prior consent of the City. INDEPENDENT CONSULTANT CONSULTANT is an independent CONSULTANT and is not an employee of the CITY. COOPERATION IN LITIGATION AND AUDITS CONSULTANT shall fully and completely cooperate with the 'City, the City's insurer, the City's attorneys, the City's Auditors or other representative of the City (collectively, the "City" for purposes of this Article) in connection with (a) any internal or governmental investigation or administrative, regulatory, arbitral or judicial proceeding (collectively "Litigation") or internal or governmental Audit, with respect to matters relating to this Agreement; other than a third party proceeding in which CONSULTANT is a named party and CONSULTANT and the City have not entered into a mutually acceptable joint defense agreement. Such cooperation may include, but shall not be limited to, responding to requests for documents and/or other records, and making CONSULTANT's employees available to the City (or their respective insurers, attorneys or auditors) upon reasonable notice for: (i) interviews, factual investigations, and providing declarations or affidavits that provide truthful information in connection with any Litigation or Audit; (ii) appearing at the request of the City to give testimony without requiring service of a subpoena or other legal process; (iii) volunteering to the City all pertinent information related to any Litigation or Audit; and (iv) providing information and legal representations to auditors in a form and within a timeframe requested. City shall reimburse CONSULTANT for reasonable direct expenses incurred in connection with providing documents and records required under this paragraph and may require, at the City's sole discretion, such expenses to be documented by receipts or other appropriate documentation. Reasonable direct expenses include costs, such as copying, postage and similar costs; but do not include wages, salaries, benefits and other employee compensation. CONSULTANT shall not be entitled to additional compensation for employee services provided under this paragraph. STANDARD OF CARE The standard of care applicable to CONSULTANT's Services will be the degree of skill and diligence normally employed by professional CONSULTANTs or consultants performing the same or similar Services at the time said services are performed. CONSULTANT will re -perform any services not meeting this standard without additional compensation. CITY RESPONSIBILITIES The CITY shall furnish, at the CONSULTANT's request, such information as is needed by the CONSULTANT to aid in the progress of the project, providing it is reasonably obtainable from City records. CONSULTANT may reasonably rely upon the accuracy, timeliness, and completeness of the information provided by CITY. To prevent any unreasonable delay in the CONSULTANT's work, the CITY will examine all reports and other documents and will make any authorizations necessary to proceed with work within a reasonable time period. PAYMENT A. The Agreement Sum. The CITY shall pay to the CONSULTANT for the performance of the Agreement the not -to -exceed amount of $25,000.00 as outlined in the Consultant's Cost Proposal attached hereto. B. Method of Payment. The CONSULTANT shall submit itemized monthly statements for services. The CITY shall pay the CONSULTANT within 30 calendar days after receipt of such statement. If any statement amount is disputed, the CITY may withhold payment of such amount and shall provide to CONSULTANT a statement as to the reason(s) for withholding payment. C. Additional Costs. Costs for additional services shall be negotiated and set forth in a written amendment to this Agreement executed by both parties prior to proceeding with the work covered under the subject amendment. HOLD HARMLESS The CONSULTANT covenants and agrees to protect and hold the City of Oshkosh harmless against all actions, claims, and demands which may be to the proportionate extent caused by or result from the intentional or negligent acts of the CONSULTANT, its agents or assigns, its employees, or its SUBCONSULTANTs related to the performance of this Agreement or be caused or result from any violation of any law or administrative regulation, and shall indemnify or refund to the CITY all sums including court costs, attorney fees, and punitive damages which the CITY may be obliged or adjudged to pay on any such claims or demands within thirty (30) days of the date of the CITY's written demand for indemnification or refund for those actions, claim, and demands caused by or resulting from intentional or negligent acts as specified in this paragraph. Subject to any limitations contained in Sec. 893.80 and any similar statute, of the Wisconsin Statutes, the City further agrees to hold CONSULTANT harmless from any and all liability, including claims, demands, losses, costs, damages, and expenses of every kind and description (including death), which may be to the proportionate extent caused by or result from the intentional or negligent acts of the CITY, its agents or assigns, its employees, or its SUBCONSULTANTs related to the performance of this Agreement or be caused or result from any violation of any law or administrative regulation, where such liability is founded upon or grows out of the acts or omission of any of the officers, employees or agents of the City of Oshkosh while acting within the scope of their employment. It is the intention of the parties to this Agreement that each party shall be solely responsible for its own actions and activities and the actions and activities of its own officers, employees and agents while acting within the scope of their employment INSURANCE The CONSULTANT agrees to abide by the attached City of Oshkosh Insurance Requirements for Professional Services. WHOLE AGREEMENT / AMENDMENT This document and any specified attachments contain all terms and conditions of the Agreement and any alteration thereto shall be invalid unless made in writing, signed by both parties and incorporated as an amendment to this Agreement. NO THIRD -PARTY BENEFICIARIES This AGREEMENT gives no rights or benefits to anyone other than CITY and CONSULTANT and has no third -party beneficiaries. AGREEMENT NOT TO BE CONSTRUED AGAINST ANY PARTY This Agreement is the product of negotiation between the parties hereto and no term, covenant or provision herein or the failure to include a term, covenant or provision shall be construed against any party hereto solely on the basis that one party or the other drafted this Agreement or any term, covenant or condition contained herein. NO WAIVER Failure of either party to insist upon the strict performance of terms and provisions of this agreement, or any of them, shall not constitute or be construed as a waiver or relinquishment of that party's right to thereafter enforce such term or provision, and that term of the provisions shall continue in full force and effect. NON-DISCRIMINATION The Operator agrees not to discriminate in its operations under this Agreement on the basis of race, color, creed, age, and gender, or as otherwise prohibited by law. A breach of this covenant may be regarded as a material breach of this Agreement SEVERABILITY If any term, covenant, condition or provision of this agreement shall be invalid or enforceable, the remainder of this agreement shall not be affected thereby the remainder of the agreement shall be valid and enforceable to the fullest extent permitted by law. CHOICE OF LAW AND VENUE The laws of the State of Wisconsin shall govern the interpretation and construction of this Agreement. Winnebago County shall be the venue for all disputes arising under this Agreement. Page 23 © 2018 FGM Architects City of Oshkosh Project Experience FGM ARCHITECTS The Village of Lakemoor outgrew its existing municipal facilities and looked to FGM to spearhead the space needs study for the police department and village hall. The police station facility had been torn down and the department was working in a temporary space. The village was in need of upgrades to public facilities and wanted to retool the look and feel of Lakemoor's public spaces. HIGHLIGHTS Located in Lakemoor, Illinois Size 17,000 sf Completed October 2016 Cost $5,516,756 After FGM assessed the department's specific issues, Lakemoor chose FGM to plan and build new municipal facilities to accomplish these goals for the village. Another goal for the village was envisioning the look of the building and assisting them in creating a new brand for the village. The combination of a village hall and police station poses a different set of challenges for the FGM team in balancing the uses and needs of both of these spaces. FGM's municipal experience helped the village re - envision this public space and plan for the future. City of Oshkosh Project Experience © 2018 FGM Architects Page 24 FGM ARCHITECTS The City of Lincoln hired FGM to perform a space needs study and master plan including several site "test fits." The study was commissioned in preparation for a new police station and new fire station, which could also include a combined building in the future. The project also included a review of the existing conditions of the building interiors, a stormwater analysis and site selection assistance. City of Oshkosh Project Experience 0 2018 FGM Architects Page 26 FGM ARCHITECTS The City of Racine selected FGM Architects to complete programming of municipal police and fire department facilities to assess the current and projected facilities needs, identify existing facilities deficiencies and to develop facilities capital investment options for the City of Racine Police and Fire Departments. This study addresses the following key concerns: HIGHLIGHTS Project Role Developed Programming Study Located in Racine, Wisconsin Estimated Completion 2018 Determine whether the existing police and fire facilities meet the City of Racine's current and projected public safety needs. If not, identify deficiencies. Identify negative impacts facilities deficiencies have on the Police and Fire Departments' operations and their ability to perform their missions Determine whether facilities deficiencies negatively impacting the Police and Fire Departments can be economically corrected through the renovation and/or expansion of existing police/fire facilities or other existing city facilities. If not, identify options, along with associated costs, for constructing a new facility or facilities. Identify and describe impacts of maintaining the police and fire facilities in their current configurations with no significant upgrades (including prosecutorial, public safety, operational, capital spending, economic development, employee retention, risk management, political, legal, and institutional). Describe the scenarios or sequences of events that will most likely occur if no workable solutions are implemented. Page 27 © 2018 FGM Architects City of Oshkosh Project Experience FGM ARCHITECTS The City of Countryside includes approximately 6,000 residents and is located in Cook County, Illinois. The city prides itself on being a small town where "everyone knows each other." Their 16,945 sf city hall and police station was constructed in 1967. The city has made several attempts throughout the years to improve working conditions and has come to the conclusion that a new facility is required to meet their needs. HIGHLIGHTS Project Role Space Needs Analysis Located in Countryside, Illinois To begin the process, the City of Countryside commissioned FGM to prepare a space needs study for a joint facility for city hall and police department functions. The goal of this study was to provide the city with information on how large of a building is required, the lot size necessary for a combined city hall and police station and potential costs. The study also addressed how to create a better "customer experience" for anyone using city services at the building. Other items addressed in the study included: identifying spaces that can be shared between departments, staff efficiency, security and privacy issues and creating a community safe shelter for hazardous weather events (tornado shelter). City of Oshkosh Project Experience © 2018 FGM Architects Page 28 FGM ARCHITECTS FGM began the study in February 2003 to discuss the preliminary scope of work and to interview the village and police department's personnel. It was anticipated that the village will increase substantially in the next 10 years. The estimated population may increase to 15,000 from 3,000 by the year 2020 and could possibly reach 22,000 people by 2030. The program will address the needs for 2020 with allowance for additions to be added in the future. HIGHLIGHTS Located in Elburn, Illinois Size 14,000 sf FGM then studied the functions of the police department, as they relate to daily activities, to assist them in determining how large of a facility was needed. The current police facility was comprised of one floor that is approximately 1,400 sf located in the existing village hall. It was built for a population of 1,500. There are no locker rooms, conference rooms or multiple holding rooms for detainees. Most importantly, the facility does not meet the Illinois Municipal Jail and Lockup Standards as required by the Illinois Department of Corrections. The lack of a secured booking room can be a potential lawsuit since the detainee is held in the office space where objects are within reach and become weapons. Another space that the facility lacked was a sallyport. Typically, a sallyport is an enclosed carport directly connected to the booking room which allows for the detainees to be brought in from the squad car in a controlled environment to prevent them from escaping the officer's custody. These were only two of several necessary rooms that make up a properly functioning police facility. Page 29 © 2018 FGM Architects City of Oshkosh Project Experience FGM ARCHITECTS The existing city hall and police station was constructed in the 1950s and was occupied by the All American Life & Casualty Co. until 1962 when the city hall and police department moved to this location. In 1987 the building underwent an addition and renovation to provide more space for city hall functions, the police department and a larger council chambers. The site also includes a 320 sf storage garage that houses an emergency generator and a 2,035 sf evidence storage and fitness/ workout room building for the police department. The City of Park Ridge commissioned FGM Architects to prepare a Master Plan Study for the existing 42,517 sf city hall and police station. The Master Plan includes a review of the existing conditions of the building and a spatial analysis to redesign existing workspaces to improve police department operations to the greatest extent possible. A complete study was completed and the following outlines the proposed implementation plan: • Relocate investigations department to 2nd floor of city hall • Build storage garage addition • Build -out new report writing/roll call/break area • Build new women's locker room • Relocate evidence tech, packaging, and processing • Relocate fitness to main building • Build out new lobby interview room and public restroom • Relocate records supervisor • Build new sally port addition • Build new police entrance addition City of Oshkosh Project Experience © 2018 FGM Architects Page 30 FGM ARCHITECTS The library in the City of Highwood is a series of adjacent commercial storefronts that have housed many tenants over the years, including a restaurant. Highwood purchased the buildings and transformed the space into a 9,500 sf library for the city. The City of Highwood engaged FGM to assess the condition of the library and the potential to accommodate city hall and police department operations within the existing library footprint. FGM provided an assessment and space needs study to bring Highwood's city hall, police department and library under one roof. Challenges of the project included many ADA compliance issues related to separate buildings with grade changes being combined to create the existing library as well as identifying aging equipment and providing a functional analysis of the city services the combined building would provide. Another major challenge was adapting the plan to the existing bearing walls and fitting the program into the existing 9,500 sf space. Page 31 0 2018 FGM Architects City of Oshkosh Project Experience FGM ARCHITECTS CLARENDON HILLS MUNICIPAL FACILITIES ASSESSMENT The Village of Clarendon Hills operates several municipal buildings of different ages and conditions and selected FGM Architects to complete a facility assessment of the village hall, public works building, train station and old fire station. Having recently completed the fire station study, the village wanted to review the remaining village facilities to assess the existing condition and potential costs over time of repairs, equipment replacement and potential upgrades for the village's fiscal planning purposes. HIGHLIGHTS Located in Clarendon Hills, Illinois Completed August 2016 City of Oshkosh Project Experience The village hall was originally built in 1965 and an addition to the east side of the building was completed, along with a renovation in 1992. The public works building was originally designed in 1959 to house the Thomas Guernsey Dairy. The village purchased the building in 2000 and adapted the former dairy into the public works facility. The train station was built in the 1970s and a 2002 expansion provided restroom facilities and an enlarged waiting area. The old fire station, built in 1970, is currently utilized as a storage facility for the fire department, village hall, police department and all other village departments. FGM's team reviewed existing building drawings and conducted field surveys to review existing conditions at each of the facilities. The findings for each facility are documented in a prioritization matrix with costs identified to address each item. Additional costs have also been identified for system replacement. The second part of the study was to, on behalf of the village, work with the Clarendon Hills Park District to review the possibility of a combined maintenance facility located on the current public works site. FGM Architects met with both the village and park district to understand the needs of both departments' operations. © 2018 FGM Architects Page 32 FGM ARCHITECTS The City of Farmington called upon FGM to analyze several different facilities' needs and the city's long- term planning goals. The city hoped to build a 22,000-24,000 sf library and renovate the police station, civic center, waterpark and senior center. Each facility has its unique set of goals and challenges. FGM's study provided key data to guide the city's future growth in these areas. HIGHLIGHTS Project Role Architect of Record Located in Farmington, Missouri Completed lune 2013 Cost $8,000,000 FARMINGTON LIBRARY FGM worked with the city to design the new Farmington Library. FARMINGTON POLICE STATION FGM analyzed how to make the police station space more efficient and secure, including improved security in the lobby and reception areas. FGM also analyzed how the station might relocate its dispatch center and create an emergency operations center. FARMINGTON CIVIC CENTER AND AQUATIC CENTER Farmington's civic center serves as recreation space. FGM's study analyzed the renovation of the civic center, including locker room renovations and party rooms additions onto the indoor pool. The study also evaluated the outdoor waterpark's needs for general facility renovation, including adding family changing rooms, shaded birthday party areas, a new sprayground and new toilet rooms as well as improving user-friendliness. FARMINGTON SENIOR CENTER The city also looked to FGM to evaluate Farmington's senior center, which shares space with the hospital, to provide innovative ways to use their existing space for programming. With FGM's budgeting and long-term goals analysis, Farmington was able to plan for growth and take the best route to improving these city facilities. Page 33 0 2018 FGM Architects City of Oshkosh Project Experience FGM ARCHITECTS FGM was retained by the Village of South Elgin to perform a space needs analysis for the village hall, public works, park and police departments. The South Elgin Public Works facility currently operates in a 20,000 sf, pre -fab metal building. Being that the population is expected to double by the year 2020, the facility will need to expand to meet the demand of the growing population. New subdivisions will require servicing and maintenance of streets, sewer and water. HIGHLIGHTS Located in South Elgin, Illinois Completed December 2001 FGM presented the space needs requirement for each department to the village board. The board then agreed with FGM's recommendations that the public works facility was in the most need for expansion. Through FGM's analysis, it was determined that the existing facility would not accommodate an expansion but rather would require the purchase of a new site of a minimum of seven acres for a 49,600 sf facility. The village has unanimously agreed to use this space needs analysis as their "Road Map" to the year 2020. City of Oshkosh Project Experience © 2018 FGM Architects Page 34 FGM ARCHITECTS The Village of Tower Lakes had outgrown its existing village hall facility and needs space for additional community functions. The village hired FGM to perform a space needs analysis, programming, existing building assessment, cost estimate and elevation concepts. After looking at several options, including a new building for the village hall functions and police station, the village decided on options that renovated the existing HIGHLIGHTS Located in Tower Lakes, Illinois building and an addition to house the police department, sally port and storage needs. The 50 year old colonial -style building had been a gas station and realty office and had undergone a series of additions throughout the years. It needed repairs and upgrades to the mechanical and electrical systems. The new building established specific areas for departments and future use. The study proposes to double the size of the current facility and provide an appropriate lock-up area for policing activities. An essential challenge for the project was to design the addition that complemented the existing building. The addition provides a similar gable roof that blends into the aesthetic of the adjacent existing building. Page 35 0 2018 FGM Architects City of Oshkosh Project Experience FGM ,ARCHITECTS The Village of Broadview commissioned FGM Architects to prepare a space needs study for both village hall and police department functions. Currently, the village hall and police station are in a combined building which is 27,531 sf in size. Originally constructed in 1990, little has been done to adapt the building to how the village and police department currently operates, so it is less than ideal in terms of interior spaces and work flow. HIGHLIGHTS Located in Broadview, Illinois'' The primary goal of the study was to provide the village with information on how much space is necessary for both the village hall and police department to operate effectively to meet their long-term needs. Future planning for a consolidated 911 dispatch center was also included in the overall space needs analysis. Several scenarios were evaluated including relocating the village hall or police department as well as using the existing building for one function while constructing a new combined building at a different location. City of Oshkosh Project Experience m 2018 FGM Architects Page 36 FGM ARCHITECTS The village wanted a building that was inviting to the public and environmentally sustainable. Portions of the existing village hall/ police station were demolished and a new village administration space and a police station were constructed in its place. The new complex includes a 25 -yard shooting range, indoor underground parking, holding facilities, training/ emergency operations center, a local cable television studio and administration space. A separate bond -out area adjacent to the sally port, but removed from the public entry, puts safety first by keeping released detainees away from the public entrance. This facility received LEED Gold certification with over 13,000 sf of green roof, 21 % of recycled materials and plumbing fixtures that reduce water usage by 41 %. This project is LEED Gold certified. This also includes discussion of "green" alternative options and analysis. The goal of the study is to provide the City with an informational foundation which will be used to make consensus driven informed decisions on how to best address the facility needs and develop a plan for renovation. During the pre -meeting preparation, FGM's in-house team of municipal design experts will review all existing information that is available including facility maintenance records, any previously completed studies, comprehensive planning documents, etc. as applicable to this project. • Based on input from the City, FGM will identify project stakeholders and subject matter experts and establish an initial schedule to meet each person identified. 2. PROJECT KICK-OFF MEETING We begin every project with a Kick -Off Meeting to establish the project goals by which the City will measure the project's success upon completion. FGM goes beyond an Owner's basic expectations of meeting the project budget and time schedule to delve into key desires and concerns for the Facilities Assessment Study. SPACE NEEDS ASSESSMENT INFORMATION GATHERING INTERVIEWS/REVIEWS FGM specializes in working with municipalities; therefore, we understand and speak their language. We are skilled at engaging staff which truly aids our ability to determine actual needs versus wants. Based on the schedule established during the Pre -Meeting Preparation, FGM will meet with key selected staff members to discuss issues the departments are facing. These issues may range from the items in the RFQ, such as code deficiencies, to issues that affect the functions within each department. The assessment is an opportunity to improve operations, and not just address repair and maintenance items. During our interviews, we will ask questions about: • Staff review of deficiencies • Future Planning, Functionality issues • Existing spatial relationship limitations • Work space furnishings • Work space furnishings • Equipment and storage needs Much of the time spent in interviews will be used for discussing future changes, current challenges and functional issues. We like to hold them in the actual work space of the person/department being interviewed so we can have a firsthand look at areas of concern. We use our experience to suggest solutions and potential methods to allow the staff to function more efficiently. 4. REVIEW EXISTING CONDITIONS REPORT The existing building condition review is a factual study which will identify deficiencies that exist and how to solve issues identified. Our team of architects, interior designers, civil, structural, mechanical, electrical engineers, and security consultants will review the general condition of each facility's building components and systems as applicable. We understand the City has a significant amount of information regarding systems and maintenance records that will be available to us. As part of this analysis, the FGM team will review the following: • Structural elements, as listed in the RFQ, including foundations, wing walls, and exterior walls. • Building components and systems including the site, roof supports, coverings and drainage systems, bathrooms and locker rooms, interior walls, floors, fenestration (windows and doors) Review of building systems, including mechanical (heating and ventilation systems), electrical (interior and exterior lighting systems), plumbing (interior plumbing and related fixtures), fire protection, and low voltage (data) systems. Smoke, fire and burglar alarms; fire suppression systems. • Garages and garage opening systems • Utility services lines wherever visible and entering the building, including: water, sanitary sewer, storm sewer, gas and electrical. • Review compliance with accessibility codes and laws (ADA architectural guidelines). • Identify code violations since the building was originally built or remodeled. • Identify code violations. • Review the condition of electronic security, surveillance cameras and recording systems. • Perform a general review of the condition and functionality of existing furniture and furnishings. • Determine potential solutions for each deficiency and develop conceptual budgets for each solution. • Develop a priority matrix and recommended timeframe for corrective actions necessary to address any identified deficiency. Include potential fiscal implications in the matrix. Upon completion of this analysis, FGM will have a very good understanding of the existing building's deficiencies and opportunities and obstacles for utilizing the existing facilities in potential solutions. DEVELOP MASTER PLAN With a thorough understanding of the existing conditions reports outlining opportunities and obstacles for the existing facility, FGM will evaluate all viable options to meet the facility needs. For each option, we will also provide a conceptual construction estimate and an all-inclusive project budget including site and building construction costs, furniture, fixtures and equipment costs, fees and other soft costs. FGM understands the importance for on accurate, all-inclusive project budget that the City can rely upon as a reasonably anticipated (±) budget for the project as it will be used for fiscal planning. To develop the cost estimates, we not only work with an extensive knowledge base from previous projects, but we monitor global economic conditions, forecasting what may affect the cost of a facility in the future. 6. FINAL REPORT AND PRESENTATION TO THE CITY From information gathered and generated, we will prepare a summary report that will detail our methodology, findings and recommendations. FGM's philosophy for studies includes preparation of a clear, concise and easy to understand report without a lot of "fluff". The report will contain an executive summary, a synopsis of all items studied, budgets and recommendations. We will develop a draft report for the City to review and then incorporate any changes requested. FGM will make a presentation to the City Council to discuss the findings of the assessment and recommendations for their consideration. FGM will provide a recommendation that will best serve PowerPoint Presentation the City for each facility; renovation, renovation and Report of Findings addition. All findings will then be succinctly documented w. in the report and the analysis and recommendation will be presented to the City for discussion.
