Professional Services Agreement- AECOM for Services Related to Renovation of Riverwalk at Leach AmphitheaterVIN i AV Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Mark Rohloff, City Manager DATE: July 5, 2018 RE: Professional Services Agreement with AECOM for Services Related to Renovation of Riverwalk at the Leach Amphitheater ($37,600) The Parks Department has entered into an agreement with AECOM for services related to the renovation of the Riverwalk at the Leach Amphitheater due to settlement of the concrete walkway behind the seawall. The concrete walkway was constructed adjacent to the Leach Amphitheater in the early 2000's. This section of the Riverwalk is approximately 12'-15' wide and is supported by fill materials placed behind the sheet pile bulkhead along the river. Over time, some of these fill materials have settled causing the concrete walkway to settle slightly causing a trip hazard. This settlement is most pronounced next to the steel channel which serves as a cap to the sheet pile bulkhead. The steel bulkhead was constructed by Wisconsin Public Service (WPS) as part of the remediation efforts for a historic Manufactured Gas Plant at the Leach site. This steel sheet pile bulkhead was installed as a barrier between the Fox River and the impacted upland soils. AECOM (and formerly STS Consultants) was construction manager for the Leach Amphitheater site project and coordinated all the remediation work on the site with WPS and the Environmental Protection Agency (EPA). In addition, AECOM has designed all the other segments of the Riverwalk with a design that prevents settlement of the walkway from the seawall. AECOM will work with the city to prepare construction documents, bidding assistance and project management. Work is anticipated to take place this fall after the major event season at the Leach Amphitheater is done. Funding for this project is included in the Parks Department 2018 CIP and is partially funded by a DNR Recreational Trails grant. Chapter 12 of the Municipal Code provides that professional services of a specialized nature may be approved by the City Manager without the use of competitive bidding or quotation process. In accordance with Section 12-16 of the Code, I am hereby submitting this report regarding this professional services agreement.
