FOR SPACESAVER PERSONAL DUTY STORAGE LOCKERS ($459,172.38) INITIATED BY: PURCHASING DIVISION WHEREAS,the City of Oshkosh has heretofore advertised for bids for locker room renovations for Police Department; and WHEREAS,upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: MIRON CONSTRUCTION CO. INC 1471 McMahon Drive Neenah, WI 54956 Renovation Sid: $272,354.00 WHEREAS, the project will also require the purchase and installation of 128 personal duty storage lockers; WHEREAS, local units of government are invited to participate under the federal General Services Administration purchasing contracts and benefit from the purchase power of combined governmental purchases; and WHEREAS,Axiom,Inc. has been awarded the purchase contract for lockers under the General Services Administration Program. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12- 15 of the Oshkosh Municipal Code to purchase personal duty storage lockers and JULY 10, 2018 18-359 RESOLUTION CONT'D installation from: AXIOM, INC. N16 W23430 Stone Ridge Drive Waukesha, WI 53188 Total Lockers: $186,818.38. Total renovation & storage lockers: $459,172.38 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreements for the purpose of same, all according to plans, specifications, and bids on file. Urben, General Services Manager DATE: June 27, 2018 RE: Award Bid to Miron Construction Co. Inc. for Police Department Locker Room Renovation and Approve Purchase to Axiom Inc. for Spacesaver Personal Duty Storage Lockers ($459,172.38) BACKGROUND The 2018 CIP allocated $539,000.00 for renovation of the Police Department Locker Rooms. This project will renovate approximately 3200 square feet of both the men's and women's locker room facilities to include all new plumbing fixtures, floor finishes, wall tile, lockers, shower stalls, ceilings, lights and HVAC updates. Most of the locker room components and furnishings date back 38 years to the original Safety Building construction in 1980. The project will also include the purchase and installation of 128 new personal duty storage lockers (28 women's and 98 mens) to better accommodate police officer equipment and technology needs. The project is expected to begin in late July and be completed the end of year. T.R. Karrels & Associates was engaged to provide architectural design services for this project. ANALYSIS Working with T.R. Karrels & Associates and Police Chief Dean Smith, Purchasing prepared bid specifications for this project. The bid was advertised in the local newspaper and posted on Onvia DemandStar. Bids were due June 28, 2018. The bid tab is attached. Based on the bid review, it was the consensus of City staff that the low bid received met all the minimum bid requirements. The project will begin soon after award and is expected to be completed by the end of the year. This project will also require the purchase and installation of 128 personal duty storage lockers. Purchasing has confirmed that Axiom, Inc. holds the General Services Administration (GSA) Schedule 84 Contract #GS-07F-022BA and is the authorized dealer for sales and service in the State of Wisconsin. Their contract pricing for the lockers necessary for this project is $186,818.38. This price includes all installation and freight. FISCAL IMPACT The fiscal impact of the renovation bid for this project is $272,354.00. Factoring approximately $33,340.00 in A/E fees and the lockers under GSA contract pricing of $186,818.38, the total fiscal impact of this project is $492,512.38. The 2018 CIP allocated $539,000.000 for this project. This project will be charged to A/N# 0323-0211-7214-06818. City Hall, 215 Church Avenue P.O. In addition, Section 12-15 of the Municipal Code provides that subject to the approval of the City Manager, cooperative purchases pursuant with any other local, state or federal government unit or agency may be made without following a competitive bidding or quotation process. In accordance with Section 12-15 of the Municipal Code and with approval of the City Manager, Purchasing also recommends the Common Council approve a purchase pursuant to the General Services Administration (GSA) Schedule 84 Contract #GS-07F-022BA for 126 Spacesaver Personal Duty Storage Lockers to Axiom, Inc.
