TO: Honorable Mayor and Members of the Common Council FROM: Darryn Burich Director of Planning Services DATE: July 5, 2018 RE: Accept Dedication of Right of Way; Universal Street and Enterprise Drive. (Plan Commission Recommends Approval) BACKGROUND/ANALYSIS The City of Oshkosh is requesting the dedication of approximately 2,447 square feet of right-of- way along the frontage of the City -owned vacant lot on the southeast end of Universal Street. This dedication was initiated by the Department of Public Works to provide a right-of-way area for a cul-de-sac bulb. The additional right-of-way will result in a 100' bulb, needed for a vehicle turn -around at the end of Universal Street, which ends at the outlet mall's property line. FISCAL IMPACT At this time no funds are being budgeted to construct the cul-de-sac bulb and the area is only being reserved for that purpose. RECOMMENDATION The Plan Commission recommended approval of the right-of-way dedication at its July 3, 2018 meeting. GENERAL INFORMATION Applicant/Owner: City of Oshkosh Action(s) Requested: The petitioner requests the acceptance of street right-of-way on the south side of Universal Street, east of Enterprise Drive. Applicable Ordinance Provisions: Street dedication criteria are located in Section 30-441 of the City's Subdivision Regulations. RECOMMENDATION/CONDITIONS Staff recommends acceptance of the Universal St. right-of-way as proposed. ITEM— Right -of -Way Dedication —Enterprise Dr & Universal St The Plan Commission approved of the right-of-way dedication as requested. The following is the Plan Commissions discussion on this item. Mr. Slusarek presented the item and reviewed the site and surrounding area. There was no discussion on the item. Motion by Vajgrt to approve the street right-of-way dedication at Enterprise Drive and Universal Street. Seconded by Borsuk. Motion carried 6-0.
