Oshkosh Corporation UpdateTO: Honorable Mayor & Members of the Common Council Mark Rohloff, City Manager FROM: Allen Davis, Community Development Director DATE: June 22, 2018 RE: Oshkosh Corporation Global Headquarters Construction, Public Improvements, Tax Increment Finance Plan, Timeline Public Improvements All of the memorial items including trees, benches, plaques and birdhouse have been relocated, both for the Oshkosh Corporation lot and the extension of the public roads. Staff continues to coordinate with WisDNR and Army Corps of Engineers on the project since last December. Since the wetlands have been finalized, staff has designed a new road alignment. The shape and size of the Outlot has changed, and a new CSM for the extension of Koeller is in the process of creation. City staff have delayed the final rezoning of the Outlot until the new CSM is created. Oshkosh Corporation's temporary construction access will follow the new road alignment. The private developer's CSM for dedicating the Westfield right-of-way from Oshkosh Ave to Koeller Street, and the Oshkosh Avenue right-of-way was approved by the Plan Commission on June 5, 2018, and the City Council approved it on June 12, 2018. Staff anticipates the developer will record the CSM this month. Engineering staff continues to work with the City's consultant, Brown and Caldwell, on the design for the stormwater management facilities to serve Oshkosh Corporation and the new public streets. Engineering staff is also working with KL Engineers for the Oshkosh Ave/Westfield Street traffic signal design. Design and bidding for the public improvements are currently planned for June and July, with contract award in August. Construction of Westfield and utility extensions would likely start in September. More detail on the construction schedule will be available in subsequent updates. City Hall, 215 Church Avenue P.O. The WisDOT-TEA grant has been submitted and is under review by WisDOT staff. Staff is also working on the grant agreements for the possible TEA grant. The WisDNR grant for the riverwalk was submitted May 1, 2018. The grant would help build the riverwalk from I-41/Tribal Heritage Trail to the Oshkosh Corporation site, and in addition, build new riverwalk all the way east to Punhoqua Street. The riverwalk grant would also add lights, bollards, and benches to match the existing riverwalk. WisDNR grant awards are usually announced in late summer or early fall. The design and permitting would be completed over the winter, and construction of the riverwalk project would done in 2019. The City also submitted another grant application - Transportation Assistance Program (TAP) to WisDOT to pay for the costs of extending the riverwalk from Punhoqua east through Rainbow Memorial Park. The construction of this segment of riverwalk could be constructed in 2021. This project would help implement the Rainbow Memorial Park Master Plan and connect the lakeshore riverwalk to Oshkosh Ave. and Sawyer Street. Tax Increment Finance Plans The Common Council adopted both Tax Increment Finance #34 and #35 Plans on January 23, 2018. The Joint Review Board approved both TIF Plans on January 30, 2018. Development Agreement and other Agreements Staff continues to work on the remaining agreements include easements for utilities and stormwater connections, and a Landscape Maintenance Agreement that would assign maintenance responsibility for the City -owned land between the Oshkosh Corporation property and the proposed riverwalk to Oshkosh Corporation. Timeline Inspection staff has issued the building permit for the footings and foundation for an "early start" permit. The final Building Plans, HVAC and other building elements will be submitted at a future date. The Oshkosh Corporation contractor, Miron Construction, started mobilization for building construction on June 11, 2018. City Hall, 215 Church Avenue P.O.
