RE: Prohibit left turns from Jackson Street onto New York Avenue between the hours of 3:00
P.M. and 7:00 P.M. Monday through Friday
BACKGROUND
The intersection of Jackson Street and New York Avenue has been identified as a high crash
intersection for several consecutive years. The majority of these crashes involved a left turning
vehicle during afternoon peak hours. Please see the crash diagram showing the location and time of
crashes at this intersection over the last 5 years.
ANALYSIS
I worked with Scott Nelson, safety engineer for the Northeast Wisconsin DOT Office and we explored
many options to improve the safety of the Jackson Street / New York Avenue intersection. It was
decided the best option was to restrict left turns from Jackson Street onto New York Avenue during
peak hours from 4:00 p.m. to 6:00 p.m. Monday through Friday. Over half of the crashes in the last five
years at this intersection involved left turning vehicles during afternoon peak hours. The Traffic and
Parking Advisory Board (TPAB) recommended expanding the times for no left turns from 3:00 p.m. to
7:00 p.m. as there was one crash between 3:00 p.m. and 4:00 p.m. as well as a couple between 6:00 p.m.
and 7:00 p.m. Scott and I explained we were trying to minimize the inconvenience of the restriction
especially for parents going to Merrill School. I reached out to Merrill Middle School for their input
but their administration is experiencing turnover. The Traffic and Parking Advisory Board felt that it
was important that the restriction cover all of the peak hours and voted 6-0 recommending left turns be
prohibited between the hours of 3:00 p.m. and 7:00 p.m.
Council considered this item at their May 22nd meeting and sent it back to the Board for further
consideration. Council had a larger discussion of the whole Jackson Street corridor. Council member
Herman attended the June TPAB meeting and explained the council discussion. The TPAB discussed
how if a corridor study is pursued it would be at least a year before it would be complete and felt that
something needed to be done now to improve the safety of this intersection. There was discussion
about how it would make sense to put the restriction in over the summer and notify parents before the
new school year begins so they can adjust. If the restriction is not effective, it can always be removed at
a later time. They also felt a corridor study may end with the same conclusions staff and WisDOT have
arrived at. The TPAB voted unanimously (5-0) to send this left turn restriction back to Council for
further action.

FISCAL IMPACT
The fiscal impact of this ordinance is the cost of signage. The signage cost would come out of the Sign
Department operational budget.
RECOMMENDATION
