TO: Honorable Mayor and Members of the Common Council FROM: Darryn Burich Director of Planning Services DATE: June 20, 2018 RE: Approve Street Name Change from Emmers Lane to N. Westhaven Drive (Plan Commissions Recommends Approval) BACKGROUND The subject consist of a 900 -foot segment which runs perpendicular from Omro Road south to Highway 21. One of the property owners along this segment approached the city and proposed changing the street name so that Emmers Lane would simply become an extension of N. Westhaven Drive. The applicant states that the current naming causes confusion for visitors and emergency services. The north -south street has three different names (N. Westhaven Drive, Emmers Lane, and Kewaunee Street) within a quarter mile distance. The entire length of North Westhaven Drive and the Emmers Lane segment in question are located within the City of Oshkosh. Kewaunee Street is located within the Town of Algoma. According to the petitioner, more visitors are aware of the name North Westhaven Drive than of Emmers Lane. ANALYSIS The street name change will have the benefit of simplifying the current street naming along the segment. The change would eliminate one name (Emmers Lane) and simply extend N. Westhaven Drive from Highway 21 to the intersection of Omro Road and Kewaunee Street. This change would affect approximately 4 properties along the Emmers Lane segment. The petition is based on the concern that Emmers Lane is not a familiar street name to the greater Oshkosh community and the petitioner's current and potential customer base. The petitioner believes that renaming the short segment to N. Westhaven Drive would provide more clarity for directing customers to their business and will benefit emergency services. City staff reached out to David Levine at Winnebago County. Mr. Levine stated that the County has no concern with the street renaming because the address range along the segment will remain the same. Additionally, Choice Bank created a petition with a narrative explaining the renaming proposal and distributed it to the adjacent property owners. All property owners except for one signed the petition and no property owners were against the proposal. City Hall, 215 Church Avenue P.O. FISCAL IMPACT There will be minor costs associated with changing out street signs and updating internal records to reflect the new street name change. GENERAL INFORMATION Applicant: Choice Bank - William Kahl Action(s) Requested: The applicant is requesting that the north -south segment of Emmers Lane be changed to North Westhaven Drive. The name change will affect four city properties. Choice Bank (1041 Emmers Lane) is petitioning the City of Oshkosh for the renaming. The property owners along the segment primarily consist of retail businesses such as Walgreens and a retail center with several small businesses. Choice Bank will relocate its main office to 1041 Emmers Lane and begin operations on July 9, 2018. The petition is based on the concern that Emmers Lane is not a familiar street name to the greater Oshkosh community and the petitioner's current and potential customer base. The ITEM — Ennners Lane Street Renaming petitioner believes that renaming the short segment to North Westhaven Drive would provide more clarity for directing customers to their business. The petitioner also believes that this renaming will benefit emergency services. City staff reached out to Winnebago County and David Levine at the County. Mr. Levine stated that the County has no concern with the street renaming because the address range along the segment will remain the same. The Plan Commission approved of the street name change as requested. The following is the Plan Commission's discussion on this item. Mr. Wiley presented the item and reviewed the site and surrounding area. The applicant states that the current naming causes confusion for visitors and emergency services. John Glynn (Choice Bank), 1041 Emmers Lane, said that Emmers Lane was just annexed into the city this year. Prior to the annexation, the city would not have been able to change the name since it was still a part of the Town of Algoma. He said it makes sense for the city to change the street name. Motion by Vajgrt to approve the street name change from Emmers Lane to North Westhaven Drive from Highway 21 to Omro Road. Seconded by Borsuk. Motion carried 8-0.
