HomeMy WebLinkAboutMinutes CITY OF OSHKOSH SUSTAINABILITY ADVISORY BOARD Minutes June 4,2018 PRESENT: Margy Davey, Michelle Bogden Muetzel, Lurton Blassingame,Jason Kalmbach, Pat Dwyer Hallquist,Vic Oliver, Adam Maslowski, Robert Turner EXCUSED: Jake Krause ABSENT: None STAFF AND OTHERS: Steven Wiley, Scott Williams (Oshkosh Media), Tom Ekvall, Lynnsey Erickson, Alicia Alsberg I. Call to Order Chair Margy Davey called the meeting to order at 6:00 pm and a quorum was declared present. II. Public Comment Chair Davey asked if there were any public comments. Ms. Alsberg explained the Green and Healthy Schools initiative and that idling is a central focus of the initiative. She stated that she was helping Traeger Elementary with the initiative and that she had shared the guide with Mr. Wiley. The info for the Green and Healthy Schools is from the DNR. Ms. Oliver asked if Smith Elementary had completed the application for Green and Healthy Schools. Ms.Alsberg stated that Smith Elementary had completed the application. III. Approval of Minutes, May 7,2018 Chair Davey asked if any Board members had any revisions to the May meeting minutes. No board members had any comments so the board approved the minutes as written (Blassingame/Turner). IV. UW-Oshkosh Environmental Studies Projects -Update Mr. Wiley provided a brief update and explained that he had posted the final presentation and reports on the Laserfiche. He mentioned that he still had to post the reports on the SAB website and send them to the City Manager and Common Council. The next steps of implementation were for staff to work on the Green Infrastructure Audit using the work completed by the students as a starting point. Staff could then propose ordinance changes in support of green infrastructure that the SAB could consider recommending to Plan Commission and Common Council for consideration. V. Revisions to Urban Chickenkeeping and Beekeeping Ordinances-Discussion/Action Mr. Wiley explained that he had forwarded an overview of the SAB approved staff changes to the chicken and beekeeping ordinance to the City Attorney. He explained that he would work with the City Attorney to move the changes forward. VI. Environmental Leadership Award -Update Mr. Wiley explained that he had sent the draft proposal for the environmental leadership award to the City Manager and asked for direction to obtain City approval. The City Manager had instructed Mr. Wiley to draft a memo explaining the proposal and include this in the weekly Council packets. Mr. Wiley stated that the Council would have the opportunity to provide input and afterwards the award could move forward as an action item for the Council to consider. VII. Terrace Tree Proposal-Update Mr. Wiley stated that he had submitted the SAB approved memo to Mr. Burich and Mr. Davis to ask them how to move the tree proposal forward. He explained that Mr. Davis was out of the office when he sent the memo so he would likely have to follow up with Mr. Davis. VIII. 2018 Oshkosh Farmers Market-Update Mr. Turner explained that the first Saturday of the Farmers Market had occurred on June 2nd. He mentioned that the day went well but that he would like to have more volunteers. Chair Davey explained that she and Mr. Turner were effective in getting people to stop and talk. Mr. Wiley explained the remaining three Farmers Market dates and who had volunteered for them. IX. Vehicle Idling Proposal Chair Davey asked Ms. Oliver for an update on the idling proposal. Ms. Oliver explained that she was in contact with Andrew Jones of the Oshkosh Area School District and that they had emailed about idling for school zones. Ms. Oliver or the SAB would have to create an educational flyer and get it to Mr.Jones by the second week in August. Ms. Oliver explained that she could work on a flyer and bring to a future SAB meeting. X. Menominee Shoreland Restoration-Update Ms. Bogden Muetzel explained that a volunteer day occurred during the Memorial Day weekend and Ms. Oliver helped get Target employees involved. A total of 7 Target employees were involved and the volunteer work was completed in record time. Volunteers helped lay cardboard and wood chips along the trail in efforts to reduce the amount of weed maintenance necessary. The plantings were not tall enough for the previously scheduled June 2nd trimming, so trimming was pushed back to June 13th from 3:30-5:30 pm. Ms. Bogden Muetzel explained that the Oshkosh Garden Club was letting her distribute flyers. She mentioned the Benvenudo's fundraiser scheduled for June 25th where people could visit and tell the staff at the restaurant that they would like to donate to the Menominee Shoreland Restoration. Donations would then go towards the project. XI.Agenda Items for Future Meeting Future items would include the Vehicle Idling proposal per Ms. Oliver's request, Mr. Blassingame's Economic Development and Land Use Sustainability Plan Chapters, Terrace Tree follow up and the environmental leadership award progress/action. XII. Next Meeting, Monday,July 2,2018 Chair Davey reminded everyone that the next SAB meeting would occur Monday,July 2, 2018 at 6 pm.
