HomeMy WebLinkAbout18. 18-322 JUNE 12, 2018 18-322 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE AMENDMENT TO 2018 OPERATION BUDGET—PARK SUBDIVISION IMPROVEMENT BUDGET FOR PARKLAND ACQUISITION / 173 WEST RIPPLE ROAD INITIATED BY: CITY ADMINISTRATION WHEREAS, the Common Council has adopted the 2018 Budget, which is on file in the Office of the City Clerk and available for public inspection; and WHEREAS, it is necessary to amend the 2018 Budget to add funding for project expenditures involved with the acquisition of 3.5 acres of park land located at 173 West Ripple Road from the Park Subdivision Improvement Budget. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the 2018 Budget, on file in the City Clerk's Office, is hereby amended with adjustments as listed in attached Amendment 7. TO: Honorable Mayor and Members of the Common Council FROM: Ray Maurer, Parks Director DATE: June 7, 2018 RE: Approve Amendment to 2018 Park Subdivision Improvement Budget for Parkland Acquisition Costs at 173 West Ripple Road BACKGROUND On November 29, 2017 the Common Council adopted the 2018 budgets. At that time, no expenses were anticipated from the Park Subdivision Improvement Budget. This budget is where the fees in lieu of parkland dedication are deposited when it is determined by the city that fees are preferred over parkland dedication. In February 2017, the city approved a Planned Development for a multi -family residential development at 173 West Ripple Road (corner of Ripple Road and Oregon Street). As part of this approval, the city accepted 3.5 acres of parkland in the development. ANALYSIS The city recently received notice from the Winnebago County Treasurer that a Conversion Charge of $2,000.00 is due on the 3.5 acre parcel. The Conversion Charge is due to the property no longer being assessed as agricultural property. This is a one-time cost to the city for the parcel no longer being devoted to agricultural use. FISCAL IMPACT The total fiscal impact of this budget amendment is $2,000.00. The amendment will authorize funding for this Conversion Charge to A/N#: 0327-0610-6499-00000.
