HomeMy WebLinkAbout13. 18-317 JUNE 12, 2018 18-317 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: DECLARE END TO EMERGENCY FOR REPLACEMENT OF SANITARY SEWER, STORM SEWER, AND WATER MAIN ON EVELINE STREET FROM CEAPE AVENUE TO SAY SHORE DRIVE INITIATED BY: PUBLIC WORKS DEPARTMENT WHEREAS, on March 15, 2017, in accordance with Section 2-20(D) of the City of Oshkosh Municipal Code and §62.15(1b) of the State of Wisconsin Statutes, the City Manager signed an Emergency Declaration declaring an emergency for the purpose of authorizing the replacement of sanitary sewer, storm sewer, and water main on Eveline Street, from Ceape Avenue to Bay Shore Drive; and WHEREAS, the repairs have been made and there is no longer a need for the emergency declaration. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the Emergency declared on March 15, 2017, for the purpose of emergency replacement of the sanitary sewer main, storm sewer, and water main on Eveline Street from Ceape Avenue to Bay Shore Drive is hereby ended. City o� Oshkosh MEMORANDUM TO: Honorable Mayor and Members of the on Council FROM: James _Rabe, Director of Public Works DATE: June 7, 2018 RE: Approve Resolution to Declare End to Emergency for Replacement of Sanitary Sewer, Storm Sewer, and Water Main on Eveline Street from Ceape Avenue to Bay Shore Drive BACKGROUND On March 15, 2017, City Manager, Mark Rohloff, in accordance with Section 2-20(D) of the Municipal Code and §62.15(lb) of the State of Wisconsin Statutes, signed an Emergency Declaration declaring an emergency for the purpose of authorizing the replacement of sanitary sewer, storm sewer, and water main on Eveline Street, from Ceape Avenue to Bay Shore Drive. In 2017, the storm sewer on Eveline Street, near Carr Place, suffered a catastrophic failure, resulting in the formation of a sinkhole in the street. Additional investigations found the sanitary sewer main and the water main were also in danger of collapsing. In order to prevent damage to properties on Eveline Street, an emergency was declared so there would be no delay in replacing the mains. ANALYSIS Pursuant to the Declaration of Emergency, the sanitary sewer, storm sewer, and water main replacement was completed. The new facility is operational and there is no longer a need for the emergency declaration. Therefore, it is necessary for the Council to declare an end to the emergency. FISCAL IMPACT There is no fiscal impact to this resolution. The costs for these emergency utility replacements totaled $294,381 for Storm Water, $341,792 for Sanitary Sewer, and $331,805 for Water Main, for a total cost of $967,978. Funds were available within the appropriate sections of the 2017 Capital Improvement Program. RECOMMENDATIONS It is recommended the Council pass the Resolution declaring an end to the Emergency declared on March 15, 2017 for the purpose of replacement of sanitary sewer, storm sewer, and water main on Eveline Street from Ceape Avenue to Bay Shore Drive.
