HomeMy WebLinkAbout08. 18-312 JUNE 12, 2018 18-312 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE SPOT SLIGHT DESIGNATION; AUTHORIZE REDEVELOPMENT AUTHORITY TO ACQUIRE 1302 EASTMAN STREET ($38,000) INITIATED BY: COMMUNITY DEVELOPMENT REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to assist in the elimination and prevention of blight and blighting influences and to promote urban renewal; and WHERES, per Section 66.1333, Wisconsin Statutes, the Redevelopment Authority may spot blight and acquire blighted property without designating a boundary or adopting a redevelopment plan; and WHEREAS, the property owner has offered the property at 1302 Eastman Street to the Redevelopment Authority and said property is not within a designated redevelopment area; and WHEREAS, the Redevelopment Authority conducted a public hearing and approved a determination that the property at 1302 Eastman Street is blighted and in need of rehabilitation and blight elimination. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the property 1302 Eastman Street is hereby declared blighted pursuant to the provisions of Section 66.1333, Wisconsin Statutes. BE IT FURTHER RESOLVED by the Common Council that a comprehensive redevelopment plan is not necessary to determine the need for acquisition and redevelopment of said property. JUNE 12, 2018 18-312 RESOLUTION CONT'D BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials are authorized and directed to acquire said property for $38,000.00 and execute any and all documents necessary to consummate this transaction. Money for this purpose is hereby appropriated from Acct. No. 303-0740-7208-16717 Community Development Block Grant Housing and Neighborhood Development. Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: June 5, 2018 RE: Approve Spot Blight Designation; Authorize Redevelopment Authority to Acquire 1302 Eastman Street ($38,000) (RDA Recommends Approval) BACKGROUND The property owner has become incapacitated and unable to maintain the house. The owner now lives in an assisted care facility. The property was offered to the City and based on City inspection, the house can be rehabilitated. The RDA could decide to acquire and offer to GO- HNI or authorize city staff to proceed with the rehabilitation. ANALYSIS The property is currently assessed at $102,100. However, based on a recent site inspection, the City Assessor will lower the value to $42,000. The rehabilitation is projected to cost about $100,000. In order to bring the property back to assessed value, and break even on the project, the property acquisition would have to be $38,000. The owner has accepted staff's offer of $38,000 with the condition that the RDA and City Council approve the acquisition. FISCAL IMPACT The acquisition of the property for $38,000 could make a rehabilitation project feasible. The City blight removal program could break-even if the home was rehabbed and would generate more taxable value on the parcel than currently exists. There would be some carrying costs, depending on how long the rehabilitation and sale took. City Hall, 215 Church Avenue P.O. GO-HNI has expressed interest in receiving one house per year for rehab and sale for blight removal and neighborhood revitalization efforts. GO-HNI would likely rehab the property so that it exceeded the original assessed value. Staff will report the GO-HNI interest at an upcoming RDA meeting. RECOMMENDATION The Council approves the spot blight designation and acquisition of property at 1302 Eastman Street.
