BE IT FURTHER RESOLVED by the Common Council of the City of Oshkosh that the City hereby accepts right-of-way at North Westfield Street extended,north of Oshkosh Avenue, per the attached. Westfield Street north of Oshkosh Avenue. The dedications are required for proposed improvements and revitalization of the Oshkosh Avenue Corridor. ANALYSIS The proposed Oshkosh Avenue right-of-way widening will dedicate approximately 25,725 square feet of area along the north side of Oshkosh Avenue from 1634 through 1810 Oshkosh Avenue. The dedicated area as planned is 24 feet wide by approximately 915 feet long and will make this section of Oshkosh Avenue an 80 -foot right-of-way. The proposed dedication of an extension of N. Westfield Street involves approximately 30,513 square feet of land. The dedication as planned is 80 -feet wide by approximately 357 feet long and includes corner radii at Oshkosh Avenue and a radius at the northwest portion of the dedication. FISCAL IMPACT Multiple sources have been identified to help for the improvements. These sources include, but are not limited to: • Revolving Loan Fund • Grants • Deferred Capital Projects • Project Savings from Prior Capital Projects • 2018 GO Borrowing • Special Assessments City Hall, 215 Church Avenue P.O. Westfield Street north of Oshkosh Avenue. The dedications are required for proposed improvements and revitalization of the Oshkosh Avenue Corridor. ITEM—Right-of-Way Dedication — Oshkosh Avenue & N. Westfield Street Oshkosh Avenue Dedication: The proposed Oshkosh Avenue right-of-way widening will dedicate approximately 25,725 square feet of area along the north side of Oshkosh Avenue from 1634 through 1810 Oshkosh Avenue. The dedicated area as planned is 24 feet wide by approximately 915 feet long and will make this section of Oshkosh Avenue an 80 -foot right-of-way. The extra width is required for the redesign of Oshkosh Avenue and intersection improvements at N. Westfield Street. The proposed widening will also make Oshkosh Avenue compliant with the city's Comprehensive Plan which recommends arterial -classed streets such as Oshkosh Avenue having an 80 -foot right-of-way. N. Westfield Street Dedication: The proposed dedication of an extension of N. Westfield Street involves approximately 30,513 square feet of land. The dedication as planned is 80 -feet wide by approximately 357 feet long and includes corner radii at Oshkosh Avenue and a radius at the northwest portion of the dedication. The north side of the dedication will merge into an unnamed street which then connects to N. Koeller Street. Plans are currently being designed for the street layout northwest of this subject site. The proposed 80 -foot width for N. Westfield Street is based on the recommendation from the traffic impact analysis prepared in anticipation of the redevelopment of the area including Oshkosh Corporations Global Headquarters development to the north. The dedication will also provide vehicular and utility access to the east and west sides of N. Westfield Street which is necessary for the redevelopment of those lands. The proposed 80 -foot wide streets will accommodate four -lane streets, turn lanes and provide area for public sidewalks and ample terrace area for terrace trees and snow storage. The dedications are included on a draft Certified Survey Map currently under review by city staff. Once city staff approves the Certified Survey Map it will be recorded at the Winnebago County Register of Deeds. The dedication will become official upon approval by the Common Council. RECOMMENDATION/CONDITIONS Staff recommends acceptance of the right-of-way dedications of Oshkosh Avenue and N. Westfield Street as proposed. The Plan Commission approved of the right-of-way dedication as requested. The following is the Plan Commission's discussion on this item. Mr. Nau presented and reviewed the site and surrounding area.
