MINUTES OF THE LONG RANGE FINANCE COMMITTEE
May 2, 2018
ROOM 404
The Long Range Finance Committee meeting was held on Wednesday, May 2, 2018, in Room 404, at
Oshkosh City Hall, 215 Church Avenue.
The meeting was called to order by Tom Pech Jr. at 5:24 p.m.
Members Present: Karen Bowen, Harold Buchholz, Vicky Fitzgerald, Matt Lauritch, and Tom Pech
Jr.
Members Absent: Deb Allison-Aasby, Jeff Herzig, Matt Mugerauer, and Douglas Pearson
Staff Present: Trena Larson – Director of Finance
Mark Rohloff – City Manager
Tim Franz – Fire Chief
Paula Luther – Administrative Assistant-Finance
Citizens Present: Gary Gray
I. Approval of April 4, 2018 Minutes
Motion to approve by Lauritch, seconded by Fitzgerald. Approved 5-0.
II. Citizen Input
None.
III. Discuss & review the fee structure for the Intergovernmental Agreement for Ambulance
services (Cost Recovery Model) – (5:25 – 6:47)
Tim Franz, Fire Chief, Oshkosh Fire Department – presented a 26 page power point
discussing the methodology of the current contract and the proposed changes that need to be
made in the future when the current contract expires on Dec. 31, 2018.
Key Points:
-2017 rate is a $1.43 per capita (net operating costs divided by the entire population served is
the per capita)
-current per capita cost did not increase at the same rate as the actual cost, so actual net per
capita is $2.86
-area’s serviced include: City of Oshkosh, City of Omro, Town of Algoma, Village of
Winneconne, Town of Winneconne, Town of Omro, Town of Rushford, Town of Utica, Town
of Poygan, Town of Black Wolf, and Town of Nekimi
-85% of the calls are in the City of Oshkosh
-personnel are cross-trained as paramedics to perform multiple functions and this is unique
because some cities do not cross-train and then pay for separate positions to perform each
function
-fire department has certified instructors (from the tech) on staff that provide the training free
of charge to the staff
-every one of the fire fighters is also a trained inspector
-proposed per capita change is to go from $1.43 per capita to $4.10 per capita
Committee agrees and is in support of the proposed methodology that the City of Oshkosh
Ambulance Service is not only essential, but beneficial and the proposal should be brought to
the next Council meeting.
IV. Set June meeting date and agenda items
Meeting set for June 6, 2018 at 5:15 p.m.
Items to be discussed include:
-Prioritized Topics List - Committee members have the list.

Motion by Fitzgerald, seconded by Bowen. Motion passed unanimously.
