STAFF: Allen Davis, Executive Director/Community Development Director; Darlene

Vice Chairman Belter called the meeting to order at 11:00 am. Roll call was taken and a quorum
declared present.
The minutes of April 12, 2018 were approved as distributed (Stam/Lasky).
Mr. Hintz arrived at 11:01 am.
Res. 18-07 Approve Amendment to Specific Implementation Plan for Renovation of a
Mixed Use Building at 851 South Main Street
Motion by Lasky to move Res. 18-07
Seconded by Bermingham.
Mr. Davis stated Brian Burns sold the property, 851 South Main Street, to a new developer. The
developer has plans for an all commercial building that is more extensive than the residential
development proposed by Mr. Bums. Since the development agreement for a residential building
with Mr. Burns was originally approved by the RDA, Mr. Davis thought the RDA should approve
the amendment to the specific implementation plan.
Mr. Lasky inquired if Plan Commission could put conditions on the plan.
Mr. Davis listed the conditions Plan Commission put on the specific implementation plan.
Mr. Cummings stated there is a proposed rooftop bar/restaurant.
William Stienert, 3232 Shorewood Drive stated construction will start in 6 weeks and the project
will take about 6 months to complete. The existing 41h floor will be a commercial space for
Oracular, Inc. The first floor can either be restaurant or retail space and the 2nd and 3rd floors would
be commercial office space.
Mr. Stam inquired how many parking spaces were on site.
Mr. Stienert stated there were approximately 40 parking spaces.

Mr. Lasky commented the building looks very nice.
The item was called. Motion carried 5-0.
Discussion Item: Greater Oshkosh Healthy Neighborhoods Incorporated and Proposed
Housing Partnership
Mr. Davis started the discussion with the Redevelopment Authority and Greater Oshkosh Healthy
Neighborhoods Incorporated (GO-HNI) to see if there was interest in a collaborating with GO-HNI
to acquire properties and rehabilitate them.
Bill Wyman, representative from the GO-HNI board, stated GO-HNI has completed three
rehabilitations that not only improved the home's value, but improved the neighborhoods value.
Because of the extensive rehabilitations that GO-HNI undertakes as a non-profit, costs are not
recovered. Mr. Wyman stated it would be very beneficial to acquire the properties at a value that
would allow GO-HNI to put the same amount of effort into the remodeling and not leave as much
on the table at the end.
Mr. Davis stated the RDA typically has the opportunity to acquire properties at below market
prices or property owners donate the property to the City.
Ms. Reinke identified the criteria and goals of properties that GO-HNI would invest in and
rehabilitate. GO-HNI is looking to strengthen the relationship with the City, especially the RDA to
not only acquire properties but identify areas of investment that can be worked on over the next 3-
5 years.
Mr. Lasky inquired if the homes that GO-HNI rehabilitates are sold at market value.
Ms. Reinke stated they are sold at market value.
Mr. Lasky inquired what a reasonable amount of homes GO-HNI would willing to undertake in
one year.
Ms. Reinke stated GO-HNI would take on three properties and would ask the RDA for one
property per year. Ms. Reinke stated she could begin drafting a strategy and approach for targeted
areas that the RDA can review and alter.

Mr. Davis provided updates to the RDA from the Executive Director's Report.

Mr. Stam inquire what land would need to be acquired for the 9th Avenue extension.
Mr. Davis responded there is property from the Railroad and Pioneer Inn that would need to be
acquired.
There was no further discussion. The meeting adjourned at approximately 4:51 PM.
