PURPOSE: APPROVE SPOT BLIGHT DESIGNATION; ACCEPT DONATION OF
PROPERTY AT 421 MONROE STREET
WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to
assist in the elimination and prevention of blight and blighting influences and to promote
urban renewal; and
WHEREAS, the property at 421 Monroe Street exhibits conditions cited under
Section 66.1333 (2m)3.(bm) of the Wisconsin Statutes that consider said properties to be
blighted; and
WHEREAS, the Redevelopment Authority has conducted a public hearing to
obtain comments and determine if said properties are blighted; and
WHEREAS, the owner has offered to donate the property at 421 Monroe Street to
the Redevelopment Authority.
NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Authority of the
City of Oshkosh that:
1. Findings and Determinations. It has been found and determined and is
hereby declared that:
(a) conditions of blight exist at the Property; and
(b) a comprehensive plan of redevelopment is not necessary with
respect to the private redevelopment of the Property or the relation
of the redevelopment of the Property to other property redeveloped
by the Authority.
2. Spot Blight Designation. The Authority hereby finds that the Property is
blighted in need of rehabilitation and blight elimination under the meaning
in Section 66.1333 (2m)3.(bm) of Wisconsin Statutes.

BE IT FURTHER RESOLVED by the Redevelopment Authority of the City of
Oshkosh that the Authority hereby accepts said property and the proper officials are
hereby authorized and directed to execute any and all documents necessary for purposes
of same.

421 Monroe Street
Background
The owner of the property is offering the property as a donation to the City/RDA. The
existing structure is a 2-story house with great need for rehabilitation. Staff believes that
the cost to rehabilitate the house would not be worth the future sale. The proposed spot
blight and acceptance of the donation would allow the City to demolish the house and
make the lot available for redevelopment.
Analysis
The property owner and city staff have evaluated the needs to rehabilitate the vacant
house, and found it cost prohibitive. The property donation of the house and lot would
still require up to $20,000 in demolition costs in the future. In addition, the carrying cost
for the lawn maintenance and the sidewalk clearing in the winter will cost about$500 per
year. However, the lot is 55' x 134' and could likely be purchased for redevelopment.
The assessed value of the property is $75,600, with the land constituting $12,900. The
expected price for the lot would be $12,900, after the demolition is complete.
Fiscal Impact
The acquisition would be paid by CDBG funds and the demolition would be paid
through scattered site blight elimination funds from the City's Capital Improvement
Program. The resale of the lot with the potential for redevelopment could result in an
assessed value greater than the current value of$75,600.
Recommendation
The RDA approves the spot blight designation and accepts the donation.
