Oshkosh Corporation UpdateCity of� Oshkosh TO: Honorable Mayor & Members of the Common Council Mark Rohloff, City Manager FROM: Allen Davis, Community Development Director DATE: May 17, 2018 RE: Oshkosh Corporation Global Headquarters Construction, Public Improvements, Tax Increment Finance Plan, Timeline Public Improvements The archeologist has completed all the work for the Oshkosh Corporation building footprint. The archeological excavation work is now located on the east and north sides of the site. The excavation of the entire Oshkosh Corporation site will be completed by the end of next week. Two sets of human remains have been found, and the Wisconsin Historical Society (WHS) and Menominee and Ho -Chunk tribes have been notified. All remains and artifacts are conveyed to the UW -M lab for analysis. The WHS will determine the disposition of the human remains. The weekly archeological report has been posted to the City's Oshkosh Corporation Global Headquarters webpage. Oshkosh Corporation has decided to leave some mature trees in place in parts of the archeological site, so the archeological excavation will not be performed in those locations. Oshkosh Corporation will be required to complete the archeological excavation if or when they seek to disturb the site in the future. The memorial trees were scheduled to be moved the week of May 7th and Bill Sturm, City Forester, is overseeing this element of the project. However, during that week, the site proved to be too wet for the equipment. The memorial trees are now planned to be moved in early June, weather permitting. Staff continues to coordinate with WisDNR and Army Corps of Engineers on the project since last December. WisDNR permitting concerns have been addressed and staff anticipates no issues. Army Corps issues arose regarding permits for stormwater outfalls to the river and wetlands in the right-of-way of future Koeller. Staff has designed solutions that avoid the need to obtain an Army Corps permit for the Koeller Street extension and the stormwater outfall. A final determination of wetlands will affect the planned Koeller Street extension which could require new CSMs for roadway dedication. A new road alignment could also affect the shape and size of the Outlot, city staff have delayed the final rezoning of the Outlot until the final shape and size are determined. Staff is still waiting on Army Corps determinations on their wetland jurisdiction and possible impact on the Koeller Street alignment. The private developer's CSM for dedicating the Westfield right-of-way from Oshkosh Ave to Koeller Street, and the Oshkosh Avenue right-of-way will be on the Plan Commission agenda on June 5, 2018 for action, and the City Council agenda for action on June 12, 2018. Engineering staff continues to work with the City's consultant on the design for the stormwater management facilities to serve Oshkosh Corporation and the new public streets. The clubhouse demolition is complete. Staff continues to work on grant applications related to the development. The WisDOT-TEA grant has been submitted and is under review by WisDOT staff. Staff is hoping to hear about the TEA grant application results in late May or early June. The WisDNR grant for the riverwalk was submitted May 1, 2018. The grant would help build the riverwalk from I-41/Tribal Heritage Trail to the Oshkosh Corporation site, and in addition, build new riverwalk all the way east to Punhoqua Street. The riverwalk grant would also add lights, bollards, and benches to match the existing riverwalk. WisDNR grant awards are usually announced in late summer or early fall. The design and permitting would be completed over the winter, and construction of the project would done in 2019. The City also submitted another grant application - Transportation Assistance Program (TAP) to WisDOT to pay for the costs of extending the riverwalk from Punhoqua east through Rainbow Park. The construction of this segment of riverwalk could occur in 2021. This project would help implement the Rainbow Park Master Plan and connect the lakeshore riverwalk to Oshkosh Ave. and Sawyer Street. City Hall, 215 Church Avenue P.O. Box 1130 Oshkosh, WI 54903-1130 920.236.5000 http://www.ci.oslikosh.wi.us Tax Increment Finance Plans The Common Council adopted both Tax Increment Finance #34 and #35 Plans on January 23, 2018. The Joint Review Board approved both TIF Plans on January 30, 2018. Development Agreement and other Agreements Council approved the Development Agreement at their March 13, 2018 meeting. Staff has continued work on an Access Agreement to be used during the construction phase of the project and that agreement is on the May 22, 2018 Council agenda for action. The remaining agreements include easements for utilities and stormwater connections, and a Landscape Maintenance Agreement that would assign maintenance responsibility for the City - owned land between the Oshkosh Corporation property and the proposed riverwalk to Oshkosh Corporation. Timeline The City Council and Plan Commission approved the Oshkosh Corporation Global Headquarters Specific Implementation Plan in April. The tentative schedule for the land sale closing is late May. Oshkosh Corporation has also submitted final construction plans for the site and the plans are under final review by City staff. The WisDNR has approved Oshkosh Corporation's application for a stormwater management and erosion control permit so that Oshkosh Corporation can begin site preparation and construction, which is one of the final requirements for City approval of the site plan. Building Plan Review staff met with Oshkosh Corporation architects for a pre -submittal for the building plans. The footings and foundations plan was submitted April 26th for an "early start" permit and staff has approved the "early start". The final Building Plans, HVAC and other building elements will be submitted at a later date. City staff continues to meet with Oshkosh Corporation representatives as needed, and at a minimum, at weekly progress meetings. City Hall, 215 Church Avenue P.O.
