Ubrig, City Clerk DATE: May 18, 2018 RE: Approval of Combination "Class B" License Transfer to H2 Oil, 1810 Omro Road (Robbins Restaurant) BACKGROUND In recent months, there has been discussion between Council and staff that inactive licenses could be returned to the City, creating a pool of available licenses, to promote development in the community. At the March 13, 2018 Council Meeting, three open licenses were issued to establishments that presented business plans that would utilize the Combination Class "B" Licenses within a short timeframe after paperwork was finalized and/or final inspections were completed. 2017 / 2018 License Transfers Date: September 26, 2017 March 13, 2018 March 13, 2018 March 13, 2018 From: Rec Lanes, 710 S. Main Street Fratello's, 1501 Arboretum Drive (State Brewery Permit) Marion Road (open license) Post 1908, 129 W. 17th Avenue (open license) To: Menominee Nation Arena Evergreen Retirement Community The Howard Fletch's Local Tap House Currently, we have one (1) open license: Repp's Bar, 1202 Oshkosh Avenue. In addition, there are the two (2) Combination Class "B" Licenses in the Premier Economic Development District / Sawdust District that Council approved on January 23, 2018. ANALYSIS As a result of Council's discussion, Clerk staff has maintained a file of the various establishments that have closed their business over the last several years. The following information pertains to Robbins Restaurant (Wallace Wagner) located at 1810 Omro Road: July 1, 2016 Business Closed March 22, 2017 Letter from Robbin's Restaurant to Council on status of license May 23, 2017 Wallace Wagner appeared before Council; Council granted license renewal July 1, 2017 through June 30, 2018 (Resolution 17-270 — Approved 7-0) May 7, 2018 License Transfer Application filed / H2 Oil, Steve Hoopman Council's direction was to recall these unused licenses as well as other licenses that are soon to be past their one year of inactivity. The idea is to create an inventory of unused licenses for economic development projects that may require a liquor license. RECOMMENDATION City Clerk recommends the Common Council deny the transfer of this license at this time and encourage the applicant when he is at the stage to actively use the license, to make application at which time it will be submitted to Council.
