TO 7:00 P.M. MONDAY THROUGH FRIDAY INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27A-1 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PROHIBTED LEFT TURNS The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Sections 27A-1 of the Oshkosh Municipal Code pertaining to prohibited left turns is hereby amended as follows: 27A-1 PROHIBITED LEFT TURNS Add Thereto: Jackson Street onto New York Avenue, from 3:00 p.m. to 7:00 p.m. Monday through Friday SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 3. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #18-XXX PROHIBIT LEFT TURNS FROM JACKSON STREET ONTO NEW YORK AVENUE BETWEEN THE HOURS OF 3:00 P.M. TO 7:00 P.M. MONDAY THROUGH FRIDAY (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-1 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PROHIBITED LEFT TURNS) on June 12, 2018. Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Jim Collins, Transportation Director DATE: May 17, 2018 RE: Prohibit left turns from Jackson Street onto New York Avenue between the hours of 3:00 P.M. and 7:00 P.M. Monday through Friday BACKGROUND The intersection of Jackson Street and New York Avenue has been identified has a high crash intersection for several consecutive years. The majority of these crashes involved a left turning vehicle. ANALYSIS I worked Scott Nelson, safety engineer for the Northeast Wisconsin DOT Office and we explored many options to improve the safety of the Jackson Street / New York Avenue intersection. It was decided the best option was to restrict left turns from Jackson Street onto New York Avenue during peak hours from 4:00 p.m. to 6:00 p.m. Monday through Friday. Over half of the crashes in the last five years at this intersection involved left turning vehicles during these peak hours. The Traffic and Parking Advisory Board recommended expanding the times for no left turns from 3:00 p.m. to 7:00 p.m. as there was one crash between 3:00 and 4:00 p.m. as well as a couple between 6:00 and 7:00 p.m. Scott and I explained we were trying to minimize the inconvenience of the restriction especially for parents going to Merrill School. The Traffic and Parking Advisory Board felt that it was important that the restriction cover all of the peak hours and voted 6-0 recommending left turns be prohibited between the hours of 3:00 and 7:00 p.m. FISCAL IMPACT The fiscal impact of this ordinance is the cost of signage. The signage cost would come out of the Sign Department operational budget. RECOMMENDATION Section 27A-1 of the Municipal Code pertains to prohibited left turns.
