HomeMy WebLinkAboutED Report 05-18-18 TO: City of Oshkosh Redevelopment Authority FROM: Allen Davis, Community Development Director DATE: May 8, 2018 SUBJECT: May 18, 2018 RDA Meeting— Executive Director's Report Update on Oshkosh Arena property: The RDA/City has purchased the insurance through WisDNR in order to close out the remediation project as quickly as possible. WisDNR final review and approval could still take six months to a year before the RDA can transfer the title to the property to Fox Valley Pro Basketball. Update on Healthy Neighborhood Initiative: Staff continues to search for additional rehabilitation or demolition projects. There will be three sites/projects for the RDA to consider at their June, 2018 meeting. These projects could be coordinated with GO-HNI. Update in South Shore Redevelopment Area: 43 E. 7th Ave RFP—Staff has distributed the RFP to over 40 organizations and has posted the RFP. In addition, GO-EDC has distributed the RFP as well. Sawdust District Planning— City staff is working with area stakeholders on developing a more specific redevelopment plan for the District. Staff hopes to have the redevelopment plan competed in 2018. Miles Kimball Building—Action on this agenda. Morgan District—The contractor has continued work on the boardwalk section over a wetland near the lagoon and is almost finished with the boardwalk. The underground electrical is being installed. The projected completion date is July 1, 2018. Staff is looking for a new location to store the second 1899 Railroad Bridge portal currently stored at the Boatworks site. The second portal is planned to be erected near the Pioneer Drive railroad crossing and may be stored on RDA property near Pioneer Drive until the Pioneer Drive Riverwalk is installed. City staff continues to work with Morgan Partners on redevelopment of the site. The Plan Commission held a workshop to review the multi-family alternatives being explored by the development group. Staff expects the owners to submit plans this summer, for construction to start in late 2018 or early 2019. Pioneer Area—Mr. Art Dumke continues to work with City staff to explore multiple development options and funding scenarios. The site now qualifies for New Market Tax Credits and was included in the recently approved Opportunity Zones. South Main Street parcels— Staff proposed possible remediation funding in the 2018-2022 Capital Improvement Program. The adopted CIP includes $412,000 for the land east of Main Street, and $412,000 for the land west of Main Street from TID #20 funds. 9th Avenue extension to CN Railroad—Staff has begun work on the planning and budgeting phase for the eventual extension of 9th Ave. east to cross the tracks at the current railroad crossing. Land acquisition and remediation will likely be required. Update on Marion & Pearl Redevelopment Area: Jackson/Marion Parcel: Mr. Andy Dumke continues to develop more specific building and site plans. He is also working on tenant occupancy and a financing plan. His option expires on September 20, 2018. Lamico site: Annex is continuing with construction on the site. They still anticipate opening the summer, 2018. Water Tower: The old water tower should come down later this year. The contractor will be using the vacant site to the east for the dismantling of the tower. Parcel H— Brewery Proposal —staff continues to answer questions from the development team.
